ভূমি ও পার্বত্য চট্টগ্রাম বিষয়ক প্রতিমন্ত্রী মীর মোহাম্মদ হেলাল উদ্দীন বলেছেন, বর্তমান গণতান্ত্রিক সরকার পার্বত্য অঞ্চলের মানুষের কল্যাণ ও দেশের সার্বিক উন্নয়নে নিরলসভাবে কাজ করে যাচ্ছে। তিনি বলেন, কাঁদা ছুড়াছুড়ি বা একজন আরেকজনকে দোষারোপ করে উন্নয়ন হয় না, আগের দিনের হিসাব এখানে টানলে হবে না, প্রকৃত উন্নয়নে সবাইকে একসাথে কাজ করতে হবে। সরকারের বরাদ্দকৃত টাকার প্রত্যেক কাজের মধ্যে একাউন্টেবিলিটি বা জবাবদিহিতা থাকতে হবে।

আজ ঢাকার বেইলি রোডস্থ পার্বত্য চট্টগ্রাম কমপ্লেক্স ভবনের সভাকক্ষে বার্ষিক উন্নয়ন কর্মসূচি (এডিপি) সংক্রান্ত এপ্রিল মাসের সভায় প্রধান অতিথির বক্তব্যে ভূমি ও পার্বত্য চট্টগ্রাম বিষয়ক প্রতিমন্ত্রী মীর মোহাম্মদ হেলাল উদ্দীন এসব কথা বলেন।

প্রতিমন্ত্রী কর্মকর্তাদের উদ্দেশ্যে কঠোর হুঁশিয়ারি উচ্চারণ করে বলেন, আমাদের প্রধানমন্ত্রী যদি ১০০ মাইল বেগে থাকেন আর আমরা যদি মাইনাস ১০ মাইলে থাকি, তাহলে শুধু আমারই যে ক্ষতি হবে তা না; সামগ্রিকভাবে এখানে যারা উপস্থিত আছেন আপনাদের সবারই ক্ষতি হবে। কারণ প্রতিটা জিনিস প্রতিটা সেক্টরে খুব স্ট্রংলি মনিটরিং হচ্ছে।

কর্মকর্তাদের স্বপ্রণোদিত হয়ে কাজ করার আহ্বান জানিয়ে প্রতিমন্ত্রী বলেন, উন্নয়ন প্রকল্পের যেখানে যেখানে স্কোপ আছে, লিগ্যালি এমনকি এর আওতাধীন যেখানে যা উন্নয়ন করা দরকার আপনারা করতে থাকেন—এখানে তো কেউ আপনাদের মানা করছে না। শুধু পার্বত্য চট্টগ্রাম উন্নয়ন বোর্ডই নয়; তিন পার্বত্য জেলা পরিষদেরও সমান ভূমিকা থাকতে হবে। প্রতিমন্ত্রী জোর দিয়ে বলেন, উন্নয়ন প্রকল্প কাজের মধ্যে অবশ্যই স্বচ্ছতা ও জবাবদিহিতা থাকতে হবে।

প্রতিমন্ত্রী বলেন, পার্বত্য চট্টগ্রামের মানুষের জীবন মান উন্নয়নে শুধু কোটি কোটি টাকা ব্যয় করে গার্ডার ব্রিজ, কালভার্ট আর সামাজিক সেবার নামে টনের পর টন হিসাব করে খাদ্যশস্য ও নগদ টাকা দিলেই মানুষের ভাগ্যের উন্নয়ন হবে না। এখন প্রয়োজন পার্বত্য চট্টগ্রামের মানুষের প্রকৃত জীবন মান উন্নয়ন, তাদের কারিগরি শিক্ষায় শিক্ষিত করা এবং আত্মনির্ভরশীল করে তোলার কাজে উৎসাহিত করার মতো প্রকল্প নেওয়া। পুরাতন রীতিনীতি বাদ দিয়ে মানুষের টেকসই উন্নয়ন ঘটাতে হবে।

New Law Being Enacted to Form Accountable Elite Force

---Home Minister

Home Minister Salahuddin Ahmed stated that the government is working towards forming a modern and professional elite force in the coming days, while fully upholding human rights and fulfilling public expectations. The current democratic government has taken the initiative to enact a specific and consolidated new law to reform the legal framework of RAB Forces, ensuring transparency and accountability.

The Minister made these remarks during a press briefing today at noon following the ceremony marking the 22nd anniversary of the force, held at the RAB Forces Headquarters in the capital, Dhaka.

The Minister said that RAB is essentially a combined elite force formed with personnel from the Bangladesh Police (44 percent), Armed Forces Division (44 percent), and Ansar, BGB, and civil staff. During the regime of the previous fascist government, this state institution was severely damaged as it was used as a political tool.

In response to a journalist's question regarding the withdrawal of US sanctions imposed on RAB, the Minister explicitly stated, "During the previous fascist regime, Sheikh Hasina used this force like a puppet to satisfy her intense desire to establish a one-party rule and to fulfill political motives. Due to the unlawful and misguided activities of a handful of individual officers, the entire institution has been damaged today. However, the entire institution cannot bear the responsibility for the crimes of specific individuals or certain officers." He further added that directives have already been issued to initiate strict investigations and legal actions against the guilty officers in accordance with the internal legal frameworks of their respective forces. At the same time, the Minister expressed hope that when this force is reformed, reorganized, or renamed under the new law, the United States government will certainly reconsider the issue of sanctions.

Highlighting the rationale behind the legal reforms, the Minister said that for the past 15–20 years, RAB has not been operated under any specific independent law, but rather on an 'ad-hoc' basis based on a special provision of the Armed Police Battalion (APBN) Act. A state elite force cannot operate under an interim framework for such a long period. To rectify this legal loophole, the Ministry of Home Affairs has already formed a high-level 'Law Drafting Committee' comprising experts, which the Minister himself is directly supervising. Provisions ensuring the force's specific authority, scope of responsibility, and strict transparency and accountability will be incorporated into the proposed new law. The current assets, logistics, and capabilities of the force will be transitioned under this new legislation. To demonstrate the current government's political goodwill and neutrality, the Home Minister cited the well-known proverb 'Morning shows the day' and said, "Since the current government assumed responsibility over the past three months, the police, RAB, or any other force has not been used for any political purpose or as a tool for any party. Ensuring public safety and the rule of law is the sole objective of this force."

In response to a question regarding the investigation and trial of enforced disappearances and crimes against humanity during the previous government's tenure, the Home Minister clarified that the previous Disappearance Commission did not have the specific legal jurisdiction to take punitive measures. As a result, legal complexities arose. The government is currently working on amending and strengthening the International Crimes Tribunal (ICT) Act. Once the reform of this law is complete, the trial for all types of offenses against victims of enforced disappearances, those threatened with disappearance, or missing persons can be ensured through a specific legal process in this special court, and the victims or their families will receive direct justice.

RAB to be restructured as a people-friendly and accountable force

Home Minister Salahuddin Ahmed has said that the Rapid Action Battalion (RAB) will be restructured into a people-friendly and accountable force in the coming days.

The Minister made this remark as the chief guest today at a function organized on the occasion of the 22nd Anniversary of RAB Forces at the RAB Forces Headquarters in Uttara, Dhaka.

The Minister stated that the current democratic government has undertaken various plans to restructure RAB into a people-friendly and responsible force. Notable among these initiatives are providing rigorous training to RAB personnel to enhance their capabilities and skills, prioritizing the observance of international standards with minimal use of force during operations, human rights training, and the application of Artificial Intelligence (AI) in crime prevention. To achieve these goals, a specialized training center for RAB Forces will be established very soon in Jungle Salimpur. Other plans include modernizing their capabilities and activities by adopting timely strategies considering the evolving nature and tactics of crime, gaining public trust through increased community engagement, and playing an effective role in building a safe and stable society while maintaining the standards of human rights, the rule of law, and professional ethics. Additionally, a dedicated 'RAB Act' will be enacted soon to ensure transparency and accountability.

The Minister further remarked that during the tenure of the previous fascist government, there was not a single state institution that escaped damage. He emphasized that the entire institution cannot be blamed for the unlawful activities of a few specific officers. He stated that institutions must continue to function while upholding their own reputation and glory. In this regard, there will be no political interference from the government. It must be demonstrated to the world that all institutions in Bangladesh maintain strict accountability and transparency. Through this, we aim to establish the rule of law.

Salahuddin Ahmed mentioned that an elite force is indispensable for the rapid control and normalization of the country's law and order situation. Considering this, initiatives have been taken to amend and revise the existing laws governing RAB to make them contemporary and world-class, thereby ensuring professionalism alongside transparency and accountability among the members of this elite force. Concurrently, a proposal to change the existing name of RAB is also under consideration.

Noting that RAB was established during the tenure of the BNP government in 2001 keeping in mind the necessity of an elite force for swift control and restoration of the law and order situation, the Minister asserted that RAB was utilized strictly for the objectives it was originally created for. Subsequently, during the fascist regime, RAB was weaponized to serve narrow political interests, which severely tarnished and damaged the organization as an institution.

Dr. Zahed Ur Rahman, Adviser to the Prime Minister on Information, Policy & Strategy and Cultural Affairs, was present at the event as the special guest. Inspector General of Police (IGP) Md. Ali Hossain Fakir delivered the greetings address, while the Director General of RAB, Md. Ahsan Habib Palash, delivered the welcome speech.

The chiefs of the three armed forces, heads of various departments and agencies under the Ministry of Home Affairs, along with senior military and civil officials, attended the ceremony.

Non-Resident High Commissioner of Singapore calls on Home Minister

Dhaka, 18 May :

The Non-Resident High Commissioner of Singapore to Bangladesh, Derek LOH, paid a courtesy call on the Minister for Home Affairs, Salahuddin Ahmed, at his office room in the Ministry of Home Affairs at the Bangladesh Secretariat this afternoon.

During the meeting, fruitful discussions took place on various matters of mutual interest including the law and order and security situations, enhancing the professional training, skills, and capacity building of Bangladesh Police, cyber security, sharing of mutual information to combat transnational terrorism and extremism, expansion of trade and investment, and mutual legal assistance in criminal matters.

Echoing the Minister's sentiments, the High Commissioner of Singapore remarked that Bangladesh and Singapore are highly trusted and friendly nations. Singapore is ready to extend all kinds of technological and training support to enhance the professional skills and capacity of the law enforcement agencies, including the Bangladesh Police. To materialize this goal, a delegation of senior police officers from Bangladesh could be sent to Singapore. The High Commissioner further informed that under the "Singapore Cooperation Program" aimed at capacity building for developing countries, Singapore organizes around 300 meetings, seminars, specialized training sessions, and workshops throughout the year, in which Bangladesh can also participate.

The Minister welcomed Singapore's offer of assistance in enhancing police skills and capacity. Along with training, he sought Singapore's policy cooperation in the overall police reform process of Bangladesh. Pointing out that various online scams, phishing, and cybercrimes are steadily rising in the current global context, the Minister said, "To combat these modern crimes and prevent cybercrime, the highest priority should be given to the regular exchange of experience and technology between the two countries."

During the meeting, High Commissioner Derek Loh emphasized real-time information sharing between the two countries to combat transnational terrorism and extremism. In this regard, the Home Minister firmly stated that the current Government of Bangladesh is very strict in countering extremism and terrorism and maintains a 'Zero Tolerance' policy.

Regarding mutual legal assistance, the Minister mentioned that on 22 February 2024, the Government of Bangladesh sent a proposal to Singapore for an agreement on "Mutual Legal Assistance in Criminal Matters." Once final consent is received from the Singaporean side, both countries will be able to sign this agreement at the earliest, which will significantly bolster mutual cooperation in curbing crime.

High Commissioner Derek Loh highly lauded the emerging economic potential of Bangladesh and expressed Singapore’s interest in investing and cooperating in various critical infrastructural sectors, including health, education, power, housing, and traffic congestion mitigation. The Home Minister urged public and private entrepreneurs from Singapore to seize the full benefits of Bangladesh's current business-friendly and investment-conducive policies to become larger partners in Bangladesh's economic development.

The meeting was attended, among others, by Mitchel LEE, Chargé d'Affaires of the Singapore High Commission; TAI Dae Ern, Country Officer of the South Asia and Sub-Saharan Africa Directorate of Singapore; Dr. Ziauddin Ahmed, Additional Secretary.

মন্ত্রী সিঙ্গাপুরকে বাংলাদেশের সম্ভাবনাময় খাতগুলোতে বিনিয়োগের আহ্বান জানিয়ে বলেন, সিঙ্গাপুরের অভিজ্ঞতা ও প্রযুক্তিগত সক্ষমতা বাংলাদেশের উন্নয়ন কার্যক্রমকে আরো গতিশীল করতে পারে।

সচিবালয়ে আজ স্থানীয় সরকার, পল্লী উন্নয়ন ও সমবায় মন্ত্রী মির্জা ফখরুল ইসলাম আলমগীর-এর সঙ্গে United Nations Children's Fund (UNICEF)-এর Chief of WASH (Water, Sanitation and Hygiene) Peter Georg L Maes সাক্ষাৎ করেছেন।

বৈঠকে বাংলাদেশ সরকার ও ইউনিসেফের মধ্যকার পারস্পরিক সহযোগিতা আরো বিস্তৃত ও শক্তিশালী করার বিষয়ে গুরুত্বারোপ করা হয়। বিশেষ করে পানি, পয়ঃনিষ্কাশন, স্বাস্থ্যবিধি এবং পল্লী উন্নয়ন খাতে চলমান সহযোগিতা আরো কার্যকর করার বিষয়ে আলোচনা হয়।

স্থানীয় সরকার মন্ত্রী বাংলাদেশের পানি, পয়ঃনিষ্কাশন ও পল্লী উন্নয়ন খাতে ইউনিসেফের অতীত ও চলমান সহযোগিতার জন্য ধন্যবাদ জানান। তিনি বলেন, বাংলাদেশের প্রেক্ষাপটে পানি সংকট দিন দিন প্রকট আকার ধারণ করছে, বিশেষত রাজধানী ঢাকা শহরে। এসময় তিনি বুড়িগঙ্গা, তুরাগ ও শীতলক্ষ্যা নদীর পানি বিশুদ্ধকরণের ওপর বিশেষ গুরুত্বারোপ করেন।

মন্ত্রী আরো বলেন, দেশের একটি বড় জনগোষ্ঠী এখনো সুপেয় পানির সুবিধা থেকে বঞ্চিত। এ সমস্যা সমাধানে তিনি ইউনিসেফের সহযোগিতা কামনা করেন এবং সরকার ও উন্নয়ন সহযোগীদের সমন্বিত উদ্যোগ গ্রহণের আহ্বান জানান।

এ সময় ইউনিসেফ প্রতিনিধিদল বাংলাদেশের পানি, স্যানিটেশন ও স্বাস্থ্যবিধি উন্নয়নে সরকারের সঙ্গে ঘনিষ্ঠভাবে কাজ করার প্রত্যয় ব্যক্ত করেন। তারা ভবিষ্যতেও বাংলাদেশের উন্নয়ন অগ্রযাত্রায় পাশে থেকে টেকসই ও কার্যকর সহযোগিতা অব্যাহত রাখার আশাবাদ ব্যক্ত করেন।

সাক্ষাৎকালে স্থানীয় সরকার বিভাগের সচিব মোঃ শহীদুল হাসান, পরিকল্পনা, পরিবীক্ষণ, মূল্যায়ন ও পরিদর্শন অনুবিভাগের মহাপরিচালক মোঃ মাহমুদুল হাসানসহ মন্ত্রণালয়ের ঊর্ধ্বতন কর্মকর্তারা উপস্থিত ছিলেন।

মিড-ডে মিলে মায়েদের সম্পৃক্ততায় গার্ডিয়ান কমিটি গঠনের নির্দেশ প্রাথমিক ও গণশিক্ষা প্রতিমন্ত্রীর

বিভিন্ন প্রিন্ট ও ইলেকট্রনিক মিডিয়ায় সরকারি প্রাথমিক বিদ্যালয়ের মিড-ডে মিল কর্মসূচিতে অনিয়ম ও অব্যবস্থাপনার সংবাদ প্রকাশের পর বিষয়টি গুরুত্বের সঙ্গে আমলে নিয়েছেন প্রাথমিক ও গণশিক্ষা প্রতিমন্ত্রী ববি হাজ্জাজ। উদ্ভূত পরিস্থিতি পর্যালোচনার জন্য তিনি আজ মিরপুরে প্রাথমিক শিক্ষা অধিদপ্তরের সভাকক্ষে মন্ত্রণালয় ও প্রাথমিক শিক্ষা অধিদপ্তরের সংশ্লিষ্ট কর্মকর্তাদের নিয়ে এক জরুরি সভা আহ্বান করেছেন।

সভায় প্রতিমন্ত্রী বলেন, প্রধানমন্ত্রী তারেক রহমান মিড-ডে মিল কার্যক্রম বাস্তবায়নে অত্যন্ত কঠোর নির্দেশনা প্রদান করেছেন এবং এ বিষয়ে কোনো ধরনের অনিয়ম, গাফিলতি বা মানহীনতা কোনোভাবেই বরদাশ্‌ত করা হবে না। তিনি বলেন, শিক্ষার্থীদের জন্য নিরাপদ, পুষ্টিকর ও মানসম্মত খাদ্য নিশ্চিত করা সরকারের অগ্রাধিকারমূলক দায়িত্ব।

প্রতিমন্ত্রী সভায় পাঁচ দফা নির্দেশনা প্রদান করেন। তিনি বলেন, মিড-ডে মিল কার্যক্রম বাস্তবায়নে অনুমোদিত নমুনা অনুযায়ী নির্ধারিত প্যাকেজিং কঠোরভাবে অনুসরণ করতে হবে এবং পূর্বানুমোদন ছাড়া কোনো ধরনের পরিবর্তন গ্রহণযোগ্য হবে না। সরবরাহ ব্যবস্থায় স্বচ্ছতা ও জবাবদিহিতা নিশ্চিত করতে পণ্য সরবরাহকারী চালক এবং জাতীয় পরিচয়পত্র (NID)ধারী ব্যক্তি একই হতে হবে এবং সরবরাহের সময় বাধ্যতামূলকভাবে পরিচয় যাচাই করা হবে।

ববি হাজ্জাজ বলেন, কোনো অবস্থাতেই সাব-কন্ট্রাক্ট বা উপ-ঠিকাদারি প্রদান করা যাবে না এবং এ বিষয়ে সংশ্লিষ্ট প্রতিষ্ঠানকে স্বাক্ষরিত অঙ্গীকারনামা জমা দিতে হবে। মিড-ডে মিল কার্যক্রমের মান ও গুণগতমান নিশ্চিত করতে সহকারী উপজেলা শিক্ষা কর্মকর্তা (ATEO) এবং জেলা প্রাথমিক শিক্ষা কর্মকর্তা (DPEO) প্রতি মাসে দুইবার আকস্মিকভাবে কারখানা পরিদর্শন করবেন। পাশাপাশি শিক্ষার্থীদের খাদ্য নিরাপত্তা ও সেবার মান তদারকিতে বিদ্যালয় পর্যায়ে মায়েদের সমন্বয়ে পাঁচ সদস্যবিশিষ্ট “গার্ডিয়ান কমিটি” গঠন করা হবে। এ কমিটিতে বিদ্যালয়ের প্রধান শিক্ষক, ম্যানেজিং কমিটির একজন সদস্য এবং তিনজন অভিভাবক মা সদস্য হিসেবে অন্তর্ভুক্ত থাকবেন।

সভায় প্রতিমন্ত্রী পরবর্তীতে মিড-ডে মিল কার্যক্রমে সংঘটিত বিভিন্ন অনিয়ম, গাফিলতি ও অনৈতিক কার্যক্রম উদঘাটনে একটি তদন্ত কমিটি গঠনের নির্দেশ প্রদান করেন। তিনি বলেন, শিক্ষার্থীদের জন্য পরিচালিত এ গুরুত্বপূর্ণ কার্যক্রমে কোনো ধরনের দুর্নীতি বা অনিয়ম বরদাশ্‌ত করা হবে না। তদন্ত কমিটিকে দ্রুত সময়ের মধ্যে অভিযোগসমূহ যাচাই-বাছাই করে প্রয়োজনীয় সুপারিশ জমা দেওয়ার নির্দেশনা দেওয়া হয়েছে। পাশাপাশি দায়ীদের বিরুদ্ধে বিধি অনুযায়ী কঠোর ব্যবস্থা গ্রহণ করা হবে বলেও তিনি উল্লেখ করেন।

আগামী দিনে র‍্যাবকে একটি জনবান্ধব ও দায়িত্বশীল বাহিনী হিসে পুনর্গঠন করা হবে বলে জানিয়েছেন স্বরাষ্ট্রমন্ত্রী সালাহউদ্দিন আহমদ।

মন্ত্রী আজ দুপুরে রাজধানীর উত্তরায় র‍্যাব ফোর্সেস সদর দপ্তরে র‍্যাব ফোর্সেস এর ২২তম প্রতিষ্ঠাবার্ষিকী উপলক্ষ্যে আয়োজিত অনুষ্ঠানে প্রধান অতিথির বক্তব্যে একথা জানান।

মন্ত্রী বলেন, র‍্যাবকে একটি জনবান্ধব ও দায়িত্বশীল বাহিনী হিসেবে পুনর্গঠনের লক্ষ্যে বর্তমান গণতান্ত্রিক সরকার বিভিন্ন পরিকল্পনা গ্রহণ করেছে। এর মধ্যে উল্লেখযোগ্য হলো- র‍্যাব সদস্যদের সক্ষমতা ও দক্ষতা বৃদ্ধির লক্ষ্যে এবং বিভিন্ন অভিযান পরিচালনার সময় আন্তর্জাতিক মানদন্ড রক্ষা করে ন্যূনতম বল প্রয়োগ, মানবাধিকার প্রশিক্ষণ, অপরাধ দমনে এআই (Al) এর ব্যবহার ইত্যাদি বিষয়ে গুরুত্ব সহকারে প্রশিক্ষণ প্রদান এবং এ লক্ষ্যে অতিশীঘ্রই র‍্যাব ফোর্সেস এর জন্য জঙ্গল সলিমপুরে বিশেষায়িত প্রশিক্ষণ কেন্দ্র প্রতিষ্ঠা; পরিবর্তনশীল অপরাধের ধরন ও কৌশল বিবেচনায় সময়োপযোগী কৌশল গ্রহণের মাধ্যমে নিজেদের সক্ষমতা ও কার্যক্রমকে আরও উন্নতকরণ; জনগণের সঙ্গে সম্পৃক্ততা বৃদ্ধির মাধ্যমে জনআস্থা অর্জন; মানবাধিকার, আইনের শাসন ও পেশাগত নৈতিকতার মানদণ্ড বজায় রেখে নিরাপদ ও স্থিতিশীল সমাজ গঠনে কার্যকরী ভূমিকা রাখা; স্বচ্ছতা ও জবাবদিহিতা নিশ্চিত করার লক্ষ্যে দ্রুত র‍্যাব আইন প্রণয়ন।

মন্ত্রী আরো বলেন, ফ্যাসিবাদী সরকারের সময় সরকারের এমন কোনো প্রতিষ্ঠান নেই যেটি ক্ষতিগ্রস্ত হয়নি। প্রতিষ্ঠানের কয়েকজন কর্মকর্তার বেআইনি কর্মকাণ্ডের কারণে পুরো প্রতিষ্ঠানকে দায়ী করা যাবে না। তিনি বলেন, প্রতিষ্ঠানগুলোকে নিজস্ব সুনাম ও গৌরব বজায় রেখে কাজ করে যেতে হবে। এক্ষেত্রে সরকারের কোনো রাজনৈতিক হস্তক্ষেপ থাকবে না। সারাবিশ্বের নিকট প্রতিষ্ঠা করতে হবে যে বাংলাদেশের সকল প্রতিষ্ঠানের দায়বদ্ধতা ও জবাবদিহিতা রয়েছে। এর মাধ্যমে আমরা আইনের শাসন প্রতিষ্ঠা করতে চাই।

সালাহউদ্দিন আহমদ বলেন, দেশের আইনশৃঙ্খলা পরিস্থিতির দ্রুত নিয়ন্ত্রণ ও স্বাভাবিক রাখতে একটি এলিট ফোর্সের প্রয়োজনীয়তা রয়েছে। সে বিবেচনায় র‍্যাবের বিদ্যমান আইন পরিবর্তন ও সংশোধনপূর্বক এটিকে যুগোপযোগী ও বিশ্বমানের করার উদ্যোগ নেওয়া হয়েছে যাতে করে এলিট ফোর্সটির সদস্যদের পেশাদারিত্বের পাশাপাশি স্বচ্ছতা ও জবাবদিহিতা নিশ্চিত করা যায়। একইসঙ্গে র‍্যাবের বিদ্যমান নাম পরিবর্তনের কথাও বিবেচনা করে দেখা হচ্ছে। আইনশৃঙ্খলা পরিস্থিতির দ্রুত নিয়ন্ত্রণ ও স্বাভাবিক রাখতে এলিট ফোর্সের প্রয়োজনীয়তার কথা ভেবে ২০০১ সালের বিএনপি সরকারের মেয়াদে র‍্যাব প্রতিষ্ঠিত হয়েছে উল্লেখ করে মন্ত্রী বলেন, র‍্যাব যে উদ্দেশ্যে প্রতিষ্ঠা করা হয়েছে, তখন র‍্যাবকে কেবল সে উদ্দেশ্যেই ব্যবহার করা হয়েছে। পরবর্তীতে ফ্যাসিবাদী সরকারের সময় র‍্যাবকে রাজনৈতিক হীন স্বার্থ চরিতার্থ করার উদ্দেশ্যে ব্যবহার করা হয়েছে। যার ফলে প্রতিষ্ঠান হিসেবে র‍্যাব ক্ষতিগ্রস্ত হয়েছে।

আজ প্রবাসী কল্যাণ ও বৈদেশিক কর্মসংস্থান মন্ত্রণালয়ের সম্মেলনকক্ষে মন্ত্রী আরিফুল হক চৌধুরীর নেতৃত্বে বাংলাদেশ প্রতিনিধিদলের সাথে কাতারের শ্রমমন্ত্রী Dr. Ali bin Saeed bin Samikh Al Marri-এর নেতৃত্বে কাতারের প্রতিনিধিদলের বাংলাদেশ-কাতার ৭ম যৌথ কমিটির বৈঠক অনুষ্ঠিত হয়েছে। বৈঠকে বাংলাদেশের পাঁচটি নির্দিষ্ট কারিগরি প্রশিক্ষণ কেন্দ্র থেকে ইলেকট্রিশিয়ান, প্লাম্বার, এসি টেকনিশিয়ান ও ওয়েল্ডিং সেক্টরে কর্মী নিতে বিশেষ আগ্রহ প্রকাশ করেন কাতারের শ্রমমন্ত্রী।

বৈঠকের শুরুতে প্রবাসী কল্যাণ ও বৈদেশিক কর্মসংস্থান মন্ত্রী আরিফুল হক চৌধুরী কাতারের শ্রমমন্ত্রীকে বাংলাদেশ সফরের আমন্ত্রণ গ্রহণ করায় আন্তরিক ধন্যবাদ জানান। তিনি বলেন, গত কয়েক দশকে বাংলাদেশ ও কাতারের মধ্যকার ভ্রাতৃপ্রতিম সম্পর্কে উল্লেখযোগ্য অগ্রগতি হয়েছে। বাংলাদেশি কর্মীদের সমস্যা সমাধান ও কল্যাণ নিশ্চিতকরণে কাতার সরকারের বিভিন্ন উদ্যোগের প্রশংসা করে তিনি গভীর কৃতজ্ঞতা প্রকাশ করেন। বিশেষ করে, সাবেক প্রধানমন্ত্রী দেশনেত্রী বেগম খালেদা জিয়ার জরুরি চিকিৎসার জন্য এয়ার অ্যাম্বুলেন্স পাঠিয়ে কাতারের আমির যে মানবতার অনন্য নজির স্থাপন করেছেন, সেজন্য বাংলাদেশ সরকার ও জনগণের পক্ষ থেকে গভীর কৃতজ্ঞতা জ্ঞাপন করেন মন্ত্রী।

মন্ত্রী আরিফুল হক চৌধুরী কাতারকে বাংলাদেশি কর্মীদের জন্য একটি অত্যন্ত আকর্ষণীয় শ্রমবাজার হিসেবে উল্লেখ করে বলেন, বর্তমানে চার লক্ষাধিক বাংলাদেশি কর্মী কাতারের উন্নয়ন ও অগ্রযাত্রায় দক্ষতা, সততা ও নিষ্ঠার সাথে অবদান রাখছেন। ২০২৩ সালে এক লাখ সাত হাজার ৫৯৮ জন বাংলাদেশি কর্মী কাতারে গমন করেছে উল্লেখ করে তিনি আশা প্রকাশ করেন যে, চলতি বছর কাতার কর্তৃপক্ষ এই সংখ্যার দ্বিগুণ কর্মী গ্রহণ করবে।

বাংলাদেশে কাতারগামী কর্মীদের জন্য বর্তমানে ঢাকায় মাত্র একটি ভিসা ও মেডিকেল সেন্টার রয়েছে, যা প্রয়োজনের তুলনায় অপ্রতুল। স্বল্প সময়ে ভিসা ও স্বাস্থ্য পরীক্ষা সম্পন্ন করতে দেশের আটটি বিভাগীয় শহরে কাতারের ভিসা সেন্টার ও মেডিকেল সেন্টার স্থাপনের জন্য কাতারের শ্রমমন্ত্রীকে বিশেষভাবে অনুরোধ জানান মন্ত্রী। তিনি আরো উল্লেখ করেন যে, মন্ত্রণালয়ের অধীন ১১০টি টেকনিক্যাল ট্রেনিং সেন্টারে বৈদেশিক কর্মসংস্থান সংশ্লিষ্ট ৫৫টি ট্রেডে মানসম্মত প্রশিক্ষণ প্রদান করা হচ্ছে।

বৈঠকে প্রবাসী কল্যাণ প্রতিমন্ত্রী মোঃ নুরুল হক কাতারের চলমান উন্নয়ন কার্যক্রমে অংশ নিতে বাংলাদেশ থেকে পর্যাপ্ত সংখ্যক দক্ষ ডাক্তার, ইঞ্জিনিয়ার, নার্স, কেয়ারগিভার, ইমাম, মোয়াজ্জিন, খতিব ও ধর্মীয় শিক্ষক নিয়োগের জন্য কাতারের শ্রমমন্ত্রীকে আহ্বান জানান।

কাতারের শ্রমমন্ত্রী বাংলাদেশের কর্মীদের কর্মদক্ষতার প্রশংসা করে জানান, বর্তমানে কাতারে প্রায় চার লাখ ৭৩ হাজার বাংলাদেশি শ্রমিক কর্মরত আছেন, যার মধ্যে ৩০ শতাংশ উন্নয়ন খাতে এবং বাকিরা অন্যান্য পেশায় নিয়োজিত। তিনি বাংলাদেশের পাঁচটি নির্দিষ্ট কারিগরি প্রশিক্ষণ কেন্দ্র থেকে ইলেকট্রিশিয়ান, প্লাম্বার, এসি টেকনিশিয়ান ও ওয়েল্ডিং সেক্টরে কর্মী নিতে বিশেষ আগ্রহ প্রকাশ করেন।

তিনি আরো বলেন, কাতারে অদক্ষ কর্মীদের দক্ষ করে তুলতে ইতোমধ্যে দুইটি বিশেষ প্রশিক্ষণ কেন্দ্র স্থাপন করা হয়েছে বলেও তিনি জানান। বিভাগীয় শহরে ভিসা সেন্টারের সংখ্যা বৃদ্ধির অনুরোধের প্রেক্ষিতে কাতারের শ্রমমন্ত্রী আশ্বস্ত করেন যে, বিষয়টি বাস্তবায়নের জন্য তিনি ব্যক্তিগতভাবে কাতারের স্বরাষ্ট্রমন্ত্রীকে অনুরোধ জানাবেন।

বেসামরিক বিমান পরিবহন ও পর্যটন প্রতিমন্ত্রী এম রশিদুজ্জামান মিল্লাত বলেছেন, পর্যটন হবে কর্মসংস্থান ও অর্থনীতির বড় চালিকাশক্তি। তিনি বলেন, সরকার পর্যটনকে শুধু একটি গুরুত্বপূর্ণ অর্থনৈতিক চালিকাশক্তি হিসেবেই নয়, বরং কর্মসংস্থান সৃষ্টি, আঞ্চলিক উন্নয়ন এবং সাংস্কৃতিক বিনিময়ের একটি শক্তিশালী মাধ্যম হিসেবেও বিবেচনা করে। এ লক্ষ্যে দেশের ১,৪৯৮টি পর্যটন আকর্ষণকে উন্নয়ন ও প্রচারের জন্য একটি সমন্বিত পর্যটন মহাপরিকল্পনা গ্রহণ করা হয়েছে, যেখানে ইকো-ট্যুরিজম, অ্যাডভেঞ্চার ট্যুরিজম, ধর্মীয় পর্যটন এবং সাংস্কৃতিক ও ঐতিহ্যভিত্তিক পর্যটনকে অন্তর্ভুক্ত করা হয়েছে।

গতকাল রাজধানীর একটি হোটেলে Tour Operators Association of Bangladesh (TOAB) কর্তৃক আয়োজিত ‘TOAB International Tourism Award 2026’-এ প্রধান অতিথির বক্তব্যে তিনি এসব কথা বলেন।

প্রতিমন্ত্রী দেশের পর্যটন খাতের উন্নয়নে নীতিগত সংশোধনী আনয়নের লক্ষ্যে TOAB-এর পক্ষ থেকে প্রস্তাব আহ্বান করেন। তিনি বলেন, বর্তমানে দেশের জিডিপিতে পর্যটন খাতের অবদান মাত্র ৩ শতাংশ হলেও অদূর ভবিষ্যতে এ হার ৮-৯ শতাংশে উন্নীত করার লক্ষ্যে সরকার কাজ করে যাচ্ছে। এছাড়া পর্যটন খাতের অবকাঠামোগত উন্নয়নে পাবলিক প্রাইভেট পার্টনারশিপ মডেলে কাজ করার আশাবাদ ব্যক্ত করেন তিনি।

অনুষ্ঠানে পর্যটন খাতে বিশেষ অবদানের স্বীকৃতিস্বরূপ ১৩টি ক্যাটাগরিতে ১৩টি প্রতিষ্ঠানকে সম্মাননা পদক প্রদান করেন প্রতিমন্ত্রী।
