Foreign Advisor led a two-member delegation

to the 50th Council of Foreign Ministers

Dhaka, 31 August:

Foreign Advisor Md. Touhid Hossain led a two-member delegation to the 50th Council of Foreign Ministers (CFM) held in Yaoundé, Cameroon from 29-30 August 2024. Bangladesh’s Envoy to Algeria and Senior Official of the Ministry of Foreign Affairs joined the meeting. 

This year, the CFM was held with the theme “Intra OIC transportation and communication infrastructure” where several political, economic, social, cultural and security issues were discussed. A resolution namely ‘Situation of the Rohingya Muslim Community in Myanmar’ has been adopted unanimously to keep the momentum in exerting continuous pressure on Myanmar authorities.

In his speech at the CFM, Foreign Advisor highlighted the events leading to the second revolution through a mass uprising of people led by the valiant students in Bangladesh and reiterated the resolution of the interim government led by Dr. Muhammad Yunus for an impartial and internationally credible investigation into the massacre and subsequent due judicial processes.  He informed the meeting on Bangladesh’s accession to the UN Convention on Protection for all persons from enforced disappearance. He reiterated Bangladesh’s continued engagements with the OIC and strong commitment to establish peace process for Palestine, denounce Islamophobia, hate-crimes against Muslims, and engage in further trade and investment by strengthening the transportation and communication infrastructure. 

Foreign Advisor also called on Foreign Ministers of Bahrain, Saudi Arabia, Türkiye and Pakistan respectively at the sideline of the CFM.  

Meanwhile, on 29 August, an Open-ended Meeting of the OIC Ad Hoc Ministerial Committee on Accountability for Human Rights Violations against the Rohingyas was also held on the margins of the CFM. The Foreign Advisor highlighted the current situation in the Rakhine State and urged all to maintain international pressure on Myanmar for quick solution to the problem.

বন বিভাগের অভিযানে হাতি উদ্ধার, চাঁদাবাজ চক্রের মাহুত আটক

বন বিভাগ আজ একটি হাতি উদ্ধার করেছে। নারায়ণগঞ্জের রূপগঞ্জের একটি হাউজিং প্রকল্পের ঘাসবনে হাতিটি পাওয়া যায়। পরে হাতিটিকে ট্রাকে করে গাজীপুর সাফারি পার্কে নেওয়া হয়। চাঁদাবাজির অভিযোগে বন বিভাগের সদস্যরা স্থানীয়দের সহায়তায় মাহুতকে আটক করে।

এর আগে, ২৯ আগস্ট কুমিল্লা থেকে আরেকটি হাতি উদ্ধার করা হয়। সেটিও নির্যাতনের শিকার ছিল এবং হাতিটি দিয়ে চাঁদাবাজি করা হতো। সাফারি পার্কের কর্মকর্তাদের জিজ্ঞাসাবাদে জানা যায়, এই দুই হাতির মাহুতেরা পরস্পর পরিচিত। উদ্ধার হওয়া হাতি দুটির কোনো লাইসেন্স পাওয়া যায়নি। আইনগত ব্যবস্থা প্রক্রিয়াধীন।

বন্যা দুর্গতদের পুনর্বাসনে কাজ করছে অন্তর্বর্তী সরকার

বস্ত্র ও পাট মন্ত্রণালয় এবং নৌ পরিবহন উপদেষ্টা ব্রিগেডিয়ার জেনারেল (অব.) ড. এম সাখাওয়াত হোসেন বলেছেন, বন্যায় ক্ষয়ক্ষতি নিরূপণ ও বন্যা দুর্গতদের পুনর্বাসনে কাজ করছে অন্তর্বর্তী সরকার।

আজ কুমিল্লার চৌদ্দগ্রাম উপজেলা ও বুড়িচং উপজেলায় বন্যার্তদের জরুরি চিকিৎসা সেবা ও ঔষধ বিতরণের পর উপদেষ্টা একথা বলেন। এসময় শিশু ও গণস্বাস্থ্য বিশেষজ্ঞ ও এইচ এন্ড এইচ ফাউন্ডেশনের হেলথ কেয়ার প্রজেক্ট কনসালটেন্ট ডা. রেহানা খানমের নেতৃত্বে বিশেষজ্ঞ চিকিৎসক প্রতিনিধিদল বন্যায় অসুস্থ রোগীদের চিকিৎসা সেবা দিয়েছেন।  

বৈষম্যবিরোধী ছাত্র আন্দোলনে আহত হয়ে কুমিল্লার সম্মিলিত সামরিক হাসপাতালে (সিএমএইচ) চিকিৎসাধীন ৬ জনের চিকিৎসার খোঁজখবর নেন উপদেষ্টা। পরে বন্যার কারণে অসুস্থদের খোঁজখবর নেন তিনি।

উপদেষ্টা এম সাখাওয়াত হোসেনের নিজ উদ্যোগ ও এইচ এন্ড এইচ ফাউন্ডেশন, পিএসও, এস এস গ্রুপ ও অন্যান্য সংগঠনের সহায়তায় বন্যার্তদের মাঝে প্রায় ৭০ হাজার পিস ঔষধ এবং পাউডার দুধ, চকোলেট, ম্যাংগো বার, বিস্কুট, চিপস, ও চানাচুরের ১০০০ প্যাকেট শিশুখাদ্য বিতরণ করা হয়েছে ।

এসময় উপস্থিত ছিলেন চৌদ্দগ্রাম সেনাক্যাম্পের লে. কর্নেল মোঃ মাহমুদুল হাসান, উপজেলা নির্বাহী অফিসার মোঃ রহমতুল্লাহ, সার্কেল এএসপি জাহিদুল ইসলাম, উপজেলা নির্বাহী অফিসার শাহেদা বেগম-সহ সেনাবাহিনীর অন্যান্য কর্মকর্তা ও বৈষম্যবিরোধী আন্দোলনের শিক্ষার্থীরা উপস্থিত ছিলেন।

Bangladesh to Request Flood Forecasting Data from Upstream Countries
                                                                                     -- Water Resources Advisor

Dhaka, 31 August:

 

Advisor to the Ministry of Water Resources Syeda Rizwana Hasan stated that all necessary information would be sought from upstream countries, including China, India, Nepal, and Bhutan to provide timely forecasts for sudden and severe floods. Discussions and communications with these countries will be strengthened to ensure this. Efforts will also be made to provide timely flood forecasts to the public in simple language.

 

The advisor made these remarks while presiding over a review meeting of the activities of departments under the Ministry of Water Resources held at the conference room of Pani Bhaban in the capital today.

 

The advisor mentioned that public hearings would be conducted in Feni and Comilla, areas recently affected by floods. Future actions will be taken based on public feedback. All obstacles to ensuring the natural flow of rivers must be removed. The advisor also directed the relevant authorities to take action against all illegal encroachments, including fish enclosures in the Feni River.

 

Syeda Rizwana further emphasized the need to prevent crop damage in the Haor regions due to dam breaks. She instructed that approval from the Department of Environment and the Department of Haor and Wetlands Development must be obtained before constructing any infrastructure in the Haor areas. Additionally, all pumps under the Ganges-Kobadak Irrigation Project must be activated, and the extraction of groundwater in the project area must be halted.

 

The meeting was attended by Nazmul Ahsan, Secretary of the Ministry of Water Resources, heads of departments under the ministry, and relevant officials.

 

The meeting included detailed discussions on the activities of the Joint River Commission, the flood control forecasting system of the Bangladesh Water Development Board, the progress of activities in Haor areas, and the rehabilitation project under the Ganges-Kobadak Irrigation Project. The advisor stressed the importance of proper implementation of these projects.

বন্যায় ক্ষতিগ্রস্তদের জন্য সরকারের প্রথম কাজ হবে পুর্নবাসন করা। বন্যার পানি নামার পর পুর্নবাসন প্রক্রিয়া শুরু হবে। আমরা সে লক্ষ্যে কাজ করছি। পুর্নবাসনের পাশাপাশি জনস্বাস্থ্য বিষয়টিকে অগ্রাধিকার দিয়ে কাজ করবে সরকার।

আজ চট্টগ্রাম সার্কিট হাউস সম্মেলন কক্ষে জেলার সাম্প্রতিক বন্যা পরিস্থিতি সংক্রান্ত মতবিনিময় সভা শেষে দুর্যোগ ব্যবস্থাপনা ও ত্রাণ উপদেষ্টা ফারুক ই আজম, বীর প্রতীক সাংবাদিকদের এ সব কথা বলেন।

উপদেষ্টা বলেন, ত্রাণ কার্যক্রম চলমান আছে। বন্যার পানি নামার পর পুর্নবাসন কার্যক্রম শুরু হবে।

উপদেষ্টা ফারুক ই আজম বলেন, জনস্বাস্থ্য সেবা বন্যায় ক্ষতিগ্রস্তদের জন্য অত্যন্ত গুরুত্বপূর্ণ। বন্যা পরবর্তী সময়ে জনগণ যাতে প্রয়োজনীয় চিকিৎসা সেবা পায় এ ব্যাপারে সর্বোচ্চ গুরুত্ব দেওয়া হচ্ছে।

এ সময় চট্টগ্রাম বিভাগীয় কমিশনার, বৈষম্যবিরোধী ছাত্র আন্দোলনের শিক্ষার্থী, সিভিল সার্জন-সহ বিভিন্ন মাঠ পর্যায়ের কর্মকর্তাগণ উপস্থিত ছিলেন।

পরে উপদেষ্টা হাটহাজারী ও ফটিকছড়ি উপজেলার বন্যাদুর্গত এলাকা পরিদর্শন করেন। এসময় বিভাগীয় কমিশনার-সহ জেলার বিভিন্ন সংস্থার ঊর্ধ্বতন কর্মকর্তারা উপস্থিত ছিলেন।

উজানের দেশগুলোর কাছে বন্যার পূর্বাভাসের তথ্য চাইবে বাংলাদেশ

          পানি সম্পদ উপদেষ্টা সৈয়দা রিজওয়ানা হাসান বলেছেন, আকস্মিক ও বড় ধরনের বন্যায় যথাসময়ে পূর্বাভাস প্রদানের লক্ষ্যে  চীন, ভারত, নেপাল ও ভুটানসহ উজানের দেশগুলোর কাছ থেকে প্রয়োজনীয় তথ্য চাওয়া হবে। এজন্য উজানের দেশগুলোর সাথে আলোচনা জোরদার করা হবে যাতে জনগণকে বন্যার পূর্বাভাস দেয়ার প্রয়োজনীয় উদ্যোগ গ্রহণ করা যায় ।  

 

আজ রাজধানীর পানি ভবনের সম্মেলন কক্ষে অনুষ্ঠিত পানি সম্পদ মন্ত্রণালয়ের অধীন দপ্তরসমূহের কর্মকাণ্ডের পর্যালোচনা সভায় সভাপতির বক্তব্যে উপদেষ্টা এসব কথা বলেন।

 

পানি সম্পদ উপদেষ্টা বলেন, নদীর স্বাভাবিক প্রবাহ নিশ্চিত করতে সকল বাধা দূর করা হবে। উপদেষ্টা এসময় ফেনী নদীর মাছের ঘের-সহ সকল অবৈধ দখল উচ্ছেদে ব্যবস্থা নিতে সংশ্লিষ্টদের নির্দেশ দেন।

 

সৈয়দা রিজওয়ানা আরো বলেন, হাওড়ে যাতে বাঁধ ভেঙে ফসলের ক্ষতি না হয় তা নিশ্চিত করতে হবে। হাওড়ে স্থাপনা নির্মাণের আগে পরিবেশ অধিদপ্তর এবং হাওড় ও জলাভূমি উন্নয়ন অধিদপ্তরের ছাড়পত্র নিতে হবে। গঙ্গা-কপোতাক্ষ সেচ প্রকল্পের সকল পাম্প চালু করার উদ্যোগ নিতে হবে। এছাড়া, এ অঞ্চলে ভূ-গর্ভস্থ পানি উত্তোলন বন্ধ করতে হবে।

 

সভায় পানি সম্পদ মন্ত্রণালয়ের সচিব নাজমুল আহসান, মন্ত্রণালয়ের অধীন দপ্তরসমূহের প্রধানগণ এবং সংশ্লিষ্ট কর্মকর্তাগণ উপস্থিত ছিলেন।

 

সভায় যৌথ নদী কমিশনের কার্যক্রম, বাংলাদেশ পানি উন্নয়ন বোর্ডের বন্যা নিয়ন্ত্রণ পূর্বাভাস ব্যবস্থা, ক্ষতিগ্রস্ত ফেনী ও কুমিল্লায় গণশুনানি, হাওড় এলাকায় কার্যক্রম এবং গঙ্গা-কপোতাক্ষ সেচ প্রকল্পের অগ্রগতি নিয়ে বিস্তারিত আলোচনা হয়। উপদেষ্টা এসব প্রকল্পের সঠিক বাস্তবায়নের ওপর গুরুত্বারোপ করেন।

কোভিড-১৯ সংক্রান্ত সর্বশেষ প্রতিবেদন

          স্বাস্থ্য অধিদপ্তরের তথ্যানুযায়ী শুক্রবার সকাল ৮টা থেকে আজ শনিবার সকাল ৮টা পর্যন্ত ২৪ ঘণ্টায় দেশে ১ জনের শরীরে করোনা সংক্রমণ পাওয়া গেছে। এ সময় ২৬ জনের নমুনা পরীক্ষা করা হয়েছে। নমুনা পরীক্ষার বিপরীতে রোগী শনাক্তের হার শতকরা ৩ দশমিক ৮৫ শতাংশ।

          গত ২৪ ঘণ্টায় কোভিড-১৯ আক্রান্ত হয়ে কেউ মারা যায়নি। এ পর্যন্ত ২৯ হাজার ৪৯৯ জন করোনায় মৃত্যুবরণ করেছেন। করোনা ভাইরাস আক্রান্তদের মধ্যে এখন পর্যন্ত সুস্থ হয়েছেন ২০ লাখ ১৯ হাজার ৭৬ জন।

দেশে চলমান বন্যা পরিস্থিতির সর্বশেষ প্রতিবেদন

বন্যা দুর্গত জেলাগুলোতে যোগাযোগ ব্যবস্থা স্বাভাবিক হয়ে আসছে

দেশের সার্বিক বন্যা পরিস্থিতি উন্নতি হওয়ায় বন্যা দুর্গত জেলাগুলোতে যোগাযোগ ব্যবস্থা স্বাভাবিক হয়ে আসছে এবং আশ্রয়কেন্দ্র থেকে লোকজন নিজ নিজ বাড়িঘরে ফিরছেন। বন্যা পরবর্তী পানিবাহিত রোগের প্রাদুর্ভাব রোধ করতে সংশ্লিষ্ট সকলকে প্রয়োজনীয় পদক্ষেপ গ্রহণ করতে বলা হয়েছে। বন্যা উপদ্রুত এলাকায় সরকারি-বেসরকারি পর্যায়ে ত্রাণ বিতরণ অব্যাহত আছে। এছাড়া, দেশে সকল জেলায় পর্যাপ্ত ত্রাণ সামগ্রী মজুদ রয়েছে।

দুর্যোগ ব্যবস্থাপনা ও ত্রাণ মন্ত্রণালয়ের সর্বশেষ প্রতিবেদনে দেশে সৃষ্ট বন্যা পরিস্থিতির এ সকল তথ্য জানানো হয়েছে।

দেশে বন্যা আক্রান্ত জেলাসমূহ হলো- ফেনী, কুমিল্লা, চট্টগ্রাম, খাগড়াছড়ি, নোয়াখালী, মৌলভীবাজার, হবিগঞ্জ, ব্রাহ্মণবাড়ীয়া, সিলেট, লক্ষ্মীপুর ও কক্সবাজার। এরমধ্যে সিলেট, হবিগঞ্জ ও চট্টগ্রাম জেলার বন্যা পরিস্থিতির সার্বিক উন্নতি হয়েছে। বন্যায় ক্ষতিগ্রস্ত লোকসংখ্যা ৫৪ লাখ ৫৭ হাজার  ৭০২ জন। এদের মধ্যে মৃতের সংখ্যা মোট ৫৯ জন। যার মধ্যে পুরুষ ৪১, মহিলা ৬ ও শিশু ১২ জন। জেলাভিত্তিক মৃত্যুর সংখ্যা কুমিল্লায় ১৪ জন, ফেনীতে ২৩ জন, চট্টগ্রামে ৬ জন, খাগড়াছড়ি ১ জন, নোয়াখালীতে ৯ জন, ব্রাহ্মণবাড়ীয়ায় ১ জন, লক্ষ্মীপুরে ১ জন, মৌলভীবাজার ১ জন ও কক্সবাজারে ৩ জন। এছাড়া, মৌলভীবাজারে ১ জন নিখোঁজ রয়েছেন।

পানিবন্দি ও ক্ষতিগ্রস্ত লোকদের আশ্রয় প্রদানের জন্য মোট ৩ হাজার ৯২৮টি আশ্রয়কেন্দ্র খোলা হয়েছে। আশ্রয়কেন্দ্রগুলোতে মোট ৩ লাখ ৯৩ হাজার ৩০৫ জন লোক এবং ৩৬ হাজার ১৩৯টি গবাদি পশুকে আশ্রয় দেয়া হয়েছে। এছাড়া, বন্যায় ক্ষতিগ্রস্তদের চিকিৎসাসেবা প্রদানের জন্য মোট ৫১৯টি মেডিকেল টিম চালু করা হয়েছে।

সশস্ত্রবাহিনী বন্যা দুর্গত এলাকায় ২ লাখ ৩৬ হাজার ৩২৮ প্যাকেট ত্রাণ, ২০ হাজার ৪১০ প্যাকেট রান্না করা খাবার বিতরণ করেছে। বন্যা দুর্গত এলাকা থেকে মোট ৪২ হাজার ৮১৬ জনকে উদ্ধার এবং ২৩ হাজার ৫৭০ জনকে স্বাস্থ্যসেবা প্রদান করা হয়েছে। এছাড়া, হেলিকপ্টারের মাধ্যমে ১৫৩ জনকে উদ্ধার করে স্বাস্থ্যসেবা প্রদান করা হয়েছে। সশস্ত্রবাহিনী পরিচালিত মোট ২৪টি ক্যাম্প এবং ১৮টি মেডিকেল টিম বন্যা উপদ্রুত এলাকায় চিকিৎসাসেবা প্রদান করছে।

দুর্যোগ ব্যবস্থাপনা ও ত্রাণ মন্ত্রণালয়ে সার্বক্ষণিক কন্ট্রোল রুম খোলা হয়েছে। এতে তথ্য ও সহযোগিতার জন্য ০২৫৫১০১১১৫ নম্বর চালু রয়েছে। এছাড়া, বন্যায় ক্ষতিগ্রস্তদের অর্থ সহায়তা প্রদানের জন্য আগ্রহী ব্যক্তিগণ প্রধান উপদেষ্টার ত্রাণ ও কল্যাণ তহবিল, সোনালী ব্যাংক কর্পোরেট শাখা, প্রধান উপদেষ্টার কার্যালয়, হিসাব নম্বর-০১০৭৩৩৩০০৪০৯৩ এ প্রেরণ করতে পারবেন।

Bangladesh officially accedes to the International Convention

for Protection of All Persons from Enforced Disappearance

The Instrument of Accession to the International Convention for Protection of All Persons from Enforced Disappearance (ICPPED) has been officially deposited at New York Yesterday to the Secretary General of the United Nations, who is the depository of all multilateral treaties. Ambassador Muhammad Muhith, the Permanent Representative of Bangladesh to the United Nations handed over the copy of the instrument to the Chief of the Treaty Section David K Nanopoulos, who received the copy on behalf of the Secretary General. 

During the hand-over, Ambassador Muhith stated that the current interim Government in Bangladesh led by Dr. Muhammad Yunus is deeply committed to upholding all human rights and fundamental freedoms for our people. “The Government’s commitment is aptly demonstrated in the fact that, within 20 days of installation, the Government completed all internal procedures for accession to this important human rights treaty,” he said.

Nanopoulos congratulated Bangladesh on this historic occasion and appreciated the commitment of Bangladesh to the multilateral treaty framework. He informed that the United Nations will immediately issue all necessary notifications on Bangladesh’s accession to the ICPPED. 

“The Instrument has been deposited on a very special day, on 30th August which is observed globally as the International Day for Victims of Enforced Disappearance. With the handover of the Instrument of Accession, Bangladesh has now completed all procedures for becoming the 76th party to ICPPED. According to the provision of the Convention, it will enter into force for Bangladesh on 29 September 2024, on the thirtieth day after the date of the deposit of the instrument of accession.

দুর্যোগ ব্যবস্থাপনা ও ত্রাণ মন্ত্রণালয়ের উপদেষ্টা ফারুক ই আজম বলেছেন, আমরা কেউ রাজনীতি করতে আসিনি, আমরা রাজনীতিতে থাকবও না। যতদিন আছি পুরো সিস্টেমের প্রাতিষ্ঠানিক সংস্কার করে যাবো, যাতে সরকারি কর্মকর্তা-কর্মচারী আর জনগণের মধ্যে কোনো পার্থক্য না থাকে।

উপদেষ্টা গতকাল নোয়াখালী সার্কিট হাউসে ‘বন্যা পরিস্থিতি মোকাবিলা ও ত্রাণ কার্যক্রম সমন্বয়’ শীর্ষক মতবিনিময় সভায় প্রধান অতিথির বক্তৃতায় এসব কথা বলেন। 

উপদেষ্টা বলেন, দেশের বিভিন্ন জেলার চলমান আকস্মিক বন্যা পরিস্থিতি মোকাবিলায় সরকার সম্মিলিতভাবে কাজ করে যাচ্ছে। সকলের সহায়তায় দ্রুত ও কার্যকর পদক্ষেপ গ্রহণের মাধ্যমে দুর্গম এলাকাগুলো হতে মানুষকে উদ্ধার করা সম্ভব হচ্ছে। আশ্রয়কেন্দ্রে আগত মানুষের সেবায় সরকারের পাশাপাশি শিক্ষার্থী ও সাধারণ মানুষ স্বতঃস্ফূর্তভাবে কাজ করে যাচ্ছে। বন্যা দুর্গত এলাকায় তরুণদের ভূমিকা অবিস্মরণীয় হয়ে থাকবে৷ তরুণরা যেভাবে উপদ্রুত এলাকায় বন্যায় ক্ষতিগ্রস্ত মানুষের পাশে এসে দাঁড়িয়েছে তা প্রশংসনীয়। 

নোয়াখালী জেলা প্রশাসক দেওয়ান মাহবুবুর রহমানের সভাপতিত্বে মতবিনিময় সভায় বাংলাদেশ সেনাবাহিনীর মেজর রিফাত আনোয়ার, নোয়াখালী জেলা সিভিল সার্জন ডাক্তার মাসুম ইফতেখার, অতিরিক্ত জেলা প্রশাসক শারমিন আরা, নোয়াখালী জেলার অতিরিক্ত পুলিশ সুপার বিজয়া সেন, নোয়াখালী প্রেসক্লাবের সাধারণ সম্পাদক আবু নাছের মঞ্জু ও বৈষম্যবিরোধী ছাত্র আন্দোলনের শিক্ষার্থীরা উপস্থিত ছিলেন।
