মুক্তিযুদ্ধ-বঙ্গবন্ধু ও বাংলাদেশের প্রশ্নে আপস করা যাবে না

পানি সম্পদ উপ-মন্ত্রী একেএম এনামুল হক শামীম বলেছেন, গণমাধ্যমকে নিরপেক্ষ থাকার সুযোগ নেই। বাংলাদেশের গণমাধ্যম থাকবে মহান মুক্তিযুদ্ধের পক্ষে, দেশ ও জাতির পিতার পক্ষে। মহান স্বাধীনতা, মুক্তিযুদ্ধ, বাংলাদেশ ও বঙ্গবন্ধুর প্রশ্নে কখনো আপস করা যাবে না। কারণ বঙ্গবন্ধু ও বাংলাদেশ এক এবং অভিন্ন।

 

আজ রাজধানীর গুলশান অল কমিউনিটি ক্লাবে বাংলাদেশ প্রতিদিন-সনি র‌্যাংগস লিমিটেড টি-২০ বিশ্বকাপ ক্রিকেট-২০২১ এবং বাংলাদেশ প্রতিদিন-রাসেল ইন্ডাস্ট্রিজ টি-২০ বিশ্বকাপ ক্রিকেট-২০২১ কুইজ রাফেল ড্র পুরস্কার বিতরণী অনুষ্ঠানে প্রধান অতিথির বক্তব্যে উপমন্ত্রী এসব কথা বলেন।

 

উপ-মন্ত্রী বলেন, গণমাধ্যম হচ্ছে সমাজের দর্পণ। সাংবাদিকরা দেশ ও জাতির কল্যাণে সর্বদা কাজ করে যাচ্ছেন। করোনাকালে সাংবাদিকরা ব্যাপক ভূমিকা রেখেছেন। এ কারণে তাদের উৎসাহিত করতে প্রণোদনা দিয়েছেন প্রধানমন্ত্রী। আপনারা (সাংবাদিকরা) নানা মতাদর্শের হতে পারেন, তবে বঙ্গবন্ধু, বাংলাদেশ ও মুক্তিযুদ্ধের প্রশ্নে কখনো আপস করবেন না।

 

সংবাদ কর্মীদের উদ্দেশ্যে উপমন্ত্রী বলেন, প্রধানমন্ত্রী শেখ হাসিনার সরকারের উন্নয়ন দেশ ও জাতির সামনে তুলে ধরবেন এটাই প্রত্যাশা করি। "বাংলাদেশ প্রতিদিন" জন্মলগ্ন থেকেই মুক্তিযুদ্ধ, বঙ্গবন্ধু ও বাংলাদেশের পক্ষে থেকে বস্তুনিষ্ঠ সংবাদ পরিবেশন করে যাচ্ছে। এর ধারাবাহিকতা অব্যাহত থাকবে এটা আমাদের প্রত্যাশা।

Government of Bangladesh and IOM call for

 United and urgent action on climate migration

 

Dhaka, 25 July:

 

Today a Policy Dialogue on "Human Mobility in the Context of Climate Change: Towards a Common Narrative and Action Pathway" was jointly convened by the Ministry of Foreign Affairs and the International Organization for Migration (IOM). The event was aimed at bringing together all stakeholders for identifying potential avenues for Bangladesh to contribute further to advance the global agenda on climate change-migration nexus in the lead up to United Nations Framework Convention on Climate Change’s (UNFCCC) Climate Change Conference (COP27) in Sharm El-Sheikh, Egypt in November this year. The Dialogue served as a forum to voice the different perspectives from the Government, civil society, private sector, and international community, as well as the media. 

 

Chief Guest of the Event, Foreign Minister, Dr. A K Abdul Momen said that the international community cannot afford to remain oblivious to the issue of climate migrants. He highlighted the difficult challenges the government is facing to foster a decent living condition for the internally displaced people while it continues to maintain the trajectory of socio-economic development. Momen added that due to relentless diplomatic efforts of Bangladesh, the international community is gradually opening up to the crucial issue of creating additional financing mechanisms for climate-generated loss and damage.

 

Opening the Policy Dialogue, Foreign Secretary, Ambassador Masud Bin Momen highlighted the various initiatives taken by Bangladesh to raise the issue of climate induced migrants globally. “Vulnerable countries like Bangladesh need adequate finance and technology to respond to climate change related challenges, Foreign Secretary emphasized. 

 

While strong global action is needed to meet the Paris Agreement’s goal of limiting the future temperature increase to less than 2°C by the end of this century, there is also an urgent need for countries to integrate climate migration into national development plans and national policies.  

 

Overall, the number of Bangladeshis displaced by the impacts of climate change could reach 13.3 million by 2050, making it the country’s number-one driver of internal migration, according to the World Bank.  Acknowledging the importance of the issue, the Government of Bangladesh has begun mainstreaming climate change adaptation (CCA) and disaster risk reduction (DRR) into its development planning frameworks. Within several of these frameworks, human mobility has also received attention. For example, the GoB has enacted a “National Strategy on Internal Displacement Management”. Climate migration is referenced throughout major policy documents governing climate change and wider development issues of the country, including the Bangladesh Climate Change Strategy and Action Plan (2009), the 8th Five Year Plan 2021-2025 and the Mujib Climate Prosperity Plan Decade 2030.

 

Saber Hossain Chowdhury, M.P., Chair of the Parliamentary Standing Committee on the Ministry of Environment, Forest & Climate Change and Honourary President of the Inter-Parliamentary Union, said, "concerted action on climate change mitigation and adaptation, together with inclusive development policies and embedding climate migration into policy and planning could help to address climate migration. Policy decisions made today will shape the extent to which the effects of climate change will be positive for migrants and their families."

 

During the dialogue, Ms. Caroline Dumas, Special Envoy for Migration and Climate Action, IOM, delivered a keynote address on ‘Global and Regional Consultative Processes and Policy Frameworks,’ while Mr. Golam Rabbani, Head of Secretariat, Climate Bridge Fund, shared a detailed overview on ‘Human Mobility in the Context of Sudden and Slow-Onset Events and the Adverse Effects of Climate Change in Bangladesh’.

 

Joining the discussion, Ugochi Daniels, IOM’s Deputy Director General for Operations, stressed that "as the UN Migration Agency specializing in providing migration policy and operational knowledge support, IOM works as a convening agency for climate migration, as reflected in our Institutional Strategy on Migration, Environment and Climate Change 2021–2030. IOM is strongly committed to develop solutions for people impacted by climate change, including people on the move, people seeking to move and those seeking to stay."

 

Gwyn Lewis, UN Resident Coordinator in Bangladesh, said, "climate migration issues feature strongly in Bangladesh’s United Nations Sustainable Development Cooperation Framework (UNSDCF) 2022-2026 and the UN family remains committed to support the Government of Bangladesh to deal with the adverse effects of climate change.”

 

Dr. Farhina Ahmed, Secretary, Ministry of Environment, Forest, and Climate Change; Mr. Saleemul Haque, Director, International Center for Climate Change and Development (ICCCAD); Mr. Atle Solberg, Head of the Secretariat, Platform on Disaster Displacement; Ms. Dilruba Haider, Programme Specialist, UN Women also spoke at the event. 

 

At the close of the dialogue, IOM Bangladesh’s Chief of Mission, Abdusattor Esoev, reiterated IOM’s commitment to continue to work with the Government of Bangladesh and all other key stakeholders on climate migration. The outcome document of the dialogue will help the Government of Bangladesh shape relevant national, regional, and global consultative processes and policy frameworks.

রাষ্ট্রপতির সাথে সৌদি আরবের রাষ্ট্রদূতের সাক্ষাৎ

বাংলাদেশে নিযুক্ত সৌদি আরবের রাষ্ট্রদূত Essa Yousef Essa Alduhailan আজ সন্ধ্যায় বঙ্গভবনে রাষ্ট্রপতি মোঃ আবদুল হামিদের সঙ্গে সাক্ষাৎ করেন। সাক্ষাৎকালে তিনি ওয়ার্ল্ড এক্সপো ২০৩০ উপলক্ষ্যে সৌদি আরবের বাদশা সালমান বিন আব্দুল আজিজ আল সৌদের একটি পত্র রাষ্ট্রপতির কাছে হস্তান্তর করেন।

সাক্ষাৎকালে রাষ্ট্রপতি বলেন, বাংলাদেশের সঙ্গে সৌদি আরবের দ্বিপাক্ষিক সম্পর্ক অত্যন্ত গুরুত্বপূর্ণ এবং বহুপাক্ষিক।

রাষ্ট্রপতি বলেন বাংলাদেশ ও সৌদি আরবের মধ্যে বাণিজ্য-বিনিয়োগ বৃদ্ধির যথেষ্ট সুযোগ রয়েছে। তিনি দুই দেশের মধ্যে বাণিজ্য বিনিয়োগ বৃদ্ধিতে পারস্পরিক যোগাযোগ বৃদ্ধি ও সফর বিনিময়ের উপর জোর দেন। রাষ্ট্রপতি মিয়ানমার থেকে জোরপূর্বক বাস্তুচ্যূত রোহিঙ্গাদের সহায়তা প্রদানের জন্য সৌদি আরবের প্রতি কৃতজ্ঞতা প্রকাশ করেন। তিনি আশা করেন, এ সহযোগিতা ভবিষ্যতেও অব্যাহত থাকবে এবং সৌদি আরব রোহিঙ্গাদের স্বদেশ প্রত্যাবর্তনে মিয়ানমারের উপর চাপ প্রয়োগ অব্যাহত রাখবে। 

রাষ্ট্রপতির কার্যালয়ের সচিব সম্পদ বড়ুয়া, রাষ্ট্রপতির সামরিক  সচিব মেজর জেনারেল এসএম সালাহ উদ্দিন ইসলাম, রাষ্ট্রপতির প্রেস সচিব মোঃ জয়নাল আবেদীন এবং  সচিব (সংযুক্ত) ওয়াহিদুল ইসলাম খান এসময় উপস্থিত ছিলেন।

বঙ্গবন্ধুর শিক্ষাদর্শন ও প্রাথমিক শিক্ষা একই সুতোয় গাঁথা

প্রাথমিক ও গণশিক্ষা প্রতিমন্ত্রী মোঃ জাকির হোসেন বলেছেন, বঙ্গবন্ধুর শিক্ষাদর্শন ও  প্রাথমিক শিক্ষা একই সুতোয় গাঁথা । বঙ্গবন্ধু দেশ স্বাধীন হওয়ার পরপরই মানসম্মত প্রাথমিক শিক্ষা নিয়ে ভাবনা শুরু করেন। সবার কাছে  শিক্ষাকে সহজভাবে পৌছে দিতেই প্রাথমিক শিক্ষাকে এক ঘোষণায় সরকারিকরণ করেন। ১৯৭২ সালের ১২ ফেব্রুয়ারি, শিক্ষা মন্ত্রণালয়ের প্রেসনোটে বলা হয়, উচ্চমাধ্যমিক পর্যন্ত বাংলা ভাষাই হবে শিক্ষার মাধ্যম। ফেব্রুয়ারির ১৯ তারিখ অন্য একটি প্রেসনোটের মাধ্যমে জানানো হয়, প্রথম শ্রেণি থেকে পঞ্চম শ্রেণি পর্যন্ত শিক্ষার্থীরা বিনামূল্যে বই পাবে এবং ষষ্ঠ শ্রেণি থেকে দশম শ্রেণি পর্যন্ত শিক্ষার্থীরা পাবে বাজার মূল্যের চেয়ে ৪০ শতাংশ কম দামে। বঙ্গবন্ধুর সরকারের উদ্যোগে ৩৬ হাজার ১৬৫টি সরকারি প্রাথমিক বিদ্যালয়কে জাতীয়করণ করা হয় এবং বাড়ানো হয় শিক্ষকদের বেতন। এছাড়া নারীর উন্নয়ন ও নারীর ক্ষমতায়নের জন্য ১৯৭৩ সালে অষ্টম শ্রেণি পর্যন্ত নারীদের অবৈতনিক শিক্ষা চালু করার যুগান্তকারী পদক্ষেপও নিয়েছিলেন বঙ্গবন্ধু। 

 

প্রতিমন্ত্রী আজ ঢাকায় উপানুষ্ঠানিক শিক্ষা ব্যুরো (বিএনএফই) প্রাঙ্গণে জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমানের ম্যুরাল উন্মোচন অনুষ্ঠানে প্রধান অতিথির বক্তৃতায় এসব কথা বলেন।

 

প্রতিমন্ত্রী বলেন, ২০৪১ সালের মধ্যে বাংলাদেশ একটি উন্নত রাষ্ট্রে পরিণত হতে চায়। শিক্ষার গুণগত মান নিশ্চিত করা, গবেষণা ও উদ্ভাবনের সুযোগ বৃদ্ধি ছাড়া কোনো দেশ উন্নত রাষ্ট্র হিসেবে মাথা তুলে দাঁড়াতে পারেনি। তাই বঙ্গবন্ধুর শিক্ষাদর্শন বাস্তবায়নের মাধ্যমেই আলোকিত মানুষ তৈরি ও উন্নত দেশে ধাবিত হওয়া সম্ভব। 

 

এ সময় প্রাথমিক ও গণশিক্ষা মন্ত্রণালয়ের সিনিয়র সচিব আমিনুল ইসলাম খান, বিএনএফই এর মহাপরিচালক আতাউর রহমান, প্রাথমিক শিক্ষা অধিদপ্তরের মহাপরিচালক মহিবুর রহমান প্রমুখ উপস্থিত ছিলেন।

          জাতীয় মৎস্য সপ্তাহ-২০২২ উপলক্ষ্যে রাষ্ট্রপতি মোঃ আবদুল হামিদ আজ বঙ্গভবনের পুকুরে মাছের পোনা অবমুক্ত করেন।

          বঙ্গভবনের সিংহ পুকুরে অবমুক্ত করা মাছের পোনাগুলোর মধ্যে ছিল রুই, কাতলা, পাবদা, চিংড়ি, মহাশোলসহ দেশীয় প্রজাতির বিভিন্ন মাছের পোনা।

          মৎস্য ও প্রাণিসম্পদ মন্ত্রী শ ম রেজাউল করিম, সংসদ সদস্য রেজোয়ান আহম্মদ তৌফিক, রাষ্ট্রপতির কার্যালয়ের সচিবগণ এবং মৎস্য ও প্রাণিসম্পদ মন্ত্রণালয়ের সচিব এসময় উপস্থিত ছিলেন।

ফিজির সাথে সহযোগিতার নতুন দ্বার উন্মোচনের সম্ভাবনা

            বাংলাদেশের হাইকমিশনার মোহাম্মদ সুফিউর রহমানের তিন দিনব্যাপী ফিজি সফরের দ্বিতীয় দিনে কৃষি সহযোগিতার বিষয়ে একটি সমঝোতা স্মারক চূড়ান্ত হয়। ফিজির কৃষিমন্ত্রী ও বাণিজ্যমন্ত্রীর সাথে তিনি আলাদা দ্বিপাক্ষিক বৈঠকে মিলিত হন।

            কৃষিমন্ত্রী  ড. মাহেন্দ্র রেড্ডির সাথে বৈঠককালে বাংলাদেশ ও ফিজির মধ্যকার বিদ্যমান দ্বিপাক্ষিক সম্পর্ক কৃষিক্ষেত্রে সহযোগিতার মাধ্যমে আরো নিবিড় করার ওপর গুরুত্বারোপ করা হয়। হাইকমিশনার বলেন, বাংলাদেশ বিগত এক দশকে কৃষিক্ষেত্রে অভূতপূর্ব সাফল্য অর্জন করেছে। নিজস্ব চাহিদা মেটানোর পাশাপাশি বাংলাদেশ কৃষিপণ্য বিদেশে রপ্তানি করছে। লবণাক্ততাসহিষ্ণু ধান আবিষ্কারে বাংলাদেশের সাফল্য বিশ্বব্যাপী স্বীকৃত। এক্ষেত্রে বাংলাদেশের নিকট হতে জলবায়ু ভঙ্গুর দেশ হিসেবে ফিজি অভিজ্ঞতা নিতে পারে বলে হাইকমিশনার উল্লেখ করেন। ফিজিতে অনেক আবাদযোগ্য কৃষিজমি রয়েছে এবং ফিজির আবহাওয়া কৃষির জন্য অত্যন্ত উপযোগী উল্লেখ করে তিনি বাংলাদেশ ও ফিজির যৌথ উদ্যোগের মাধ্যমে কৃষিক্ষেত্রে সহযোগিতা বৃদ্ধির বিষয় উত্থাপন করেন।

            ফিজির কৃষি মন্ত্রী ড. মাহেন্দ্র রেড্ডি বলেন, ফিজি কৃষিতে সাফল্য নিয়ে আসার জন্য বাণিজ্যিক কৃষির ওপর জোর দিচ্ছে। তিনি কৃষিক্ষেত্রে বাংলাদেশের অভূতপূর্ব সাফল্যের ভূয়সী প্রশংসা করে বাংলাদেশের নিকট হতে কৃষি গবেষেণার ক্ষেত্রে সহযোগিতা কামনা করেন। বৈঠকে দুই দেশের মধ্যে কৃষিক্ষেত্রে সহযোগিতা জন্য একটি সমঝোতা স্মারকের খসড়া চূড়ান্ত করা হয়, যা পরবর্তীতে দু’দেশের মধ্যে সরকারিভাবে স্বাক্ষরিত হবে।

            একই দিনে ফিজির বাণিজ্য মন্ত্রণালয়ে অনুষ্ঠিত দ্বিপাক্ষিক বৈঠকে বাণিজ্যমন্ত্রী ফাইয়াজ খোয়া ও বাংলাদেশের হাইকমিশনার দু’দেশের  মধ্যে বিদ্যমান ব্যবসা বাণিজ্য ও বিনিয়োগ বৃদ্ধির ওপর আলোচনা করেন। ফাইয়াজ খোয়া বলেন, বিনিয়োগকারীদের বিভিন্ন সুযোগ সুবিধার কথা উল্লেখ করে তিনি বলেন, বাংলাদেশের বিনিয়োগকারীরা ফিজি সরকারের প্রদত্ত সুবিধা গ্রহণ করে বিনিয়োগ করতে পারে। হাইকমিশনার বলেন, বাংলাদেশ নতুন নতুন পণ্য রপ্তানি করছে। তিনি তৈরিপোশাকের পাশাপাশি, কৃষি ও কৃষিজাত পণ্য, ঔষধ, চামড়া ও চামড়াজাত পণ্য, আইটি ও আইটি এনাবেল্ড সার্ভিস রপ্তানিতে বাংলাদেশের সাফল্য তুলে ধরেন। তিনি বলেন, বাংলাদেশের ঔষধ ইউরোপ, আমেরিকাসহ পৃথিবীর বিভিন্ন দেশে রপ্তানি হচ্ছে। বাংলাদেশের ঔষধ আমদানি করে ফিজি সুলভে স্বাস্থ্য সেবা প্রদান করতে পারে।

            হাইকমিশনার বলেন, বাংলাদেশের বিভিন্ন খাতে দক্ষ পেশাজীবী এবং বিনিয়োগকারীরা ফিজির উন্নয়নে অবদান রাখছে। মন্ত্রী বলেন, ফিজির উন্নয়নের জন্য দক্ষ কর্মী ও পেশাজীবী প্রয়োজন যেখানে বাংলাদেশি কর্মীরা কাজ করতে পারে। পেশাজীবীদের ফিজিতে কাজ করার জন্য ফিজি সরকারের গৃহীত উদ্যোগ তিনি তুলে ধরেন। হাইকমিশনার বলেন, ফিজি এবং বাংলাদেশের বিনিয়োগকারীরা যৌথ উদ্যোগে বিনিয়োগ করে পুরো প্যাসিফিক অঞ্চলে তাদের পণ্যের বাজার সৃষ্টি করতে পারে। বৈঠকে উভয় পক্ষ ফিজি থেকে বাংলাদেশে একটি ব্যবসায়িক প্রতিনিধিদল প্রেরণ করার ব্যাপারে একমত হয়।

            এরপর বাংলাদেশ হাইকমিশনের পক্ষ থেকে ফিজির রাজধানী সুভা’র হোটেল হলিডে ইন এ বাংলাদেশ ফিজি বন্ধুত্বের ৫০ বছর উদযাপনের জন্য একটি রিসেপশনের আয়োজন করা হয়। ফিজিতে অবস্থিত বিভিন্ন দেশের রাষ্ট্রদূত, ফিজি সরকারের বিভিন্ন মন্ত্রণালয়ের সচিব ঊর্ধ্বতন কর্মকর্তাগণ, বিশ্ববিদ্যালয়ের ভাইস চ্যান্সেলর, ব্যবসা ও মিডিয়ার প্রতিনিধিবৃন্দ এবং বাংলাদেশ কমিউনিটির সদস্যগণ অনুষ্ঠানে উপস্থিত ছিলেন।

Bangladesh-India held the 3rd Consular Dialogue

Dhaka, 25 July 2022:

            The 3rd Consular Dialogue between Bangladesh and India was held at the Foreign Service Academy in Dhaka today. The Bangladesh delegation was led by Ambassador Mashfee Binte Shams, Secretary (East) of the Ministry of Foreign Affairs while the Indian delegation was led by Dr. Ausaf Sayeed, Secretary (Consular, Passport & Visa and Overseas Indian Affairs), Ministry of External Affairs of India.

 

            The entire gamut of bilateral consular issues were discussed in depth during the Dialogue. The agenda items included expeditious repatriation of each other’s nationals, particularly trafficked women and children, smooth issuance of exit permits and granting consular access for a longer period. The Bangladesh side emphasized on flexibilities in the visa regime and requested the Indian side to address the difference in overstay fine structures applied by India. Besides, the Indian side was also requested to ease registration requirements for Bangladeshi patients going for treatment at various hospitals in India. Request to ease travel restrictions through all ports for Bangladeshi nationals was also reiterated by the Bangladesh side. The two sides agreed to expedite the process of consular access, transfer of sentenced persons and visa related issues among others. Both sides reiterated their earlier commitments to share real time information on detainees.

            Both sides agreed that the Consular Dialogue is an important mechanism to further strengthen the people-centric approach which is at the core of the excellent ties between the two friendly countries. The Consular Dialogue is a reflection of the commitment of the Ministry of Foreign Affairs for providing better consular services to Bangladeshi nationals going abroad, as well as foreign nationals approaching Bangladesh Missions for consular services. The first ever Consular Dialogue between Bangladesh and India was held in Dhaka on 19 November 2017 and the 2nd Consular Dialogue between Bangladesh and India was held in New Delhi on 28 January 2021.

Bangladesh and Japan Agree to Elevate Bilateral Relations to a New Height

Dhaka, 25 July 2022:

            Bangladesh and Japan agreed to elevate the bilateral relations between the two friendly countries in the auspicious year of 2022 to mark the 50th anniversary of the establishment of bilateral relations. This was discussed when the Parliamentary Vice-Minister for Foreign Affairs of Japan, HONDA Taro called on the State Minister for Foreign Affairs Md. Shahriar Alam last evening at the State Guest House Padma.

            The State Minister for Foreign Affairs recalled the historic visit of the Father of the Nation Bangabandhu Sheikh Mujibur Rahman to Japan in October 1973, which laid the foundation of today’s exemplary bilateral relations between the two countries. He also recalled the visit of the then Prime Minister of Japan Shinzo Abe to Bangladesh in 2014, when the two countries elevated the bilateral relationship to ‘Comprehensive Partnership’ level. The State Minister also recalled the successful visits of Prime Minister Sheikh Hasina to Japan in 1997, 2010, 2014, 2016 and 2019 that have cemented deep-rooted friendly ties between the two countries. 

            The Japanese Parliamentary Vice-Minister expressed the intent of Japan to add new depth and contents to the existing partnership and expected an official visit of Prime Minister Sheikh Hasina to Japan later this year to elevate the ‘Comprehensive Partnership’ to a new height. Highly praising Bangladesh’s spectacular socio-economic development under the dynamic leadership of Prime Minister Sheikh Hasina, particularly Bangladesh’s graduation to a developing country, the Vice-Minister assured Japan’s continued support to the rapid socio-economic development of Bangladesh even after the country’s formal graduation in 2026. 

            Both sides also discussed to enhance cooperation in various areas, including bilateral trade, Japanese FDI in Bangladesh, as well as people-to-people connectivity for mutual benefits. They also expressed the desire to enhance cooperation in international fora, including in the UN, particularly in the areas of SDGs, climate change, migration, UN reforms, etc. The Vice-Minister also commended Bangladesh’s leadership role in UN peacekeeping and peacebuilding activities.

            The Japanese Vice-Minister HONDA Taro highly appreciated Bangladesh’s role in maintaining regional stability by hosting the Rohingyas and assured to continue Japan’s support towards their safe, voluntary, and sustainable repatriation. The State Minister sought Japan’s active support for a durable political solution of the Rohingya crisis. 

            The Parliamentary Vice-Minister for Foreign Affairs of Japan visited Bangladesh from 21-25 July 2022 to strengthen Bangladesh-Japan bilateral relations. During the visit, he along with JICA President Tanaka Akihiko, paid a courtesy call on the Hon’ble Prime Minister and Hon’ble Foreign Minister. They also visited the JICA-funded Matarbari Power Plant project, Cox’s Bazar Rohingya camps and attended a memorial ceremony in honour of the Holey Artisan victims involved in the MRT project. State Minister for Foreign Affairs also hosted a dinner in honour of the Parliamentary Vice-Minister for Foreign Affairs of Japan HONDA Taro at the State Guest House Padma.

পোর্টেবল সুইমিং পুলে শহরের শিশুদের সাঁতার প্রশিক্ষণে বাংলাদেশের প্রথম উদ্যোগ

          মহিলা ও শিশু বিষয়ক প্রতিমন্ত্রী ফজিলাতুন নেসা ইন্দিরা বলেছেন, বিশ্বে শিশু মৃত্যুর একটি অন্যতম প্রধান কারণ পানিতে ডুবে মৃত্যু। প্রতিবছর বিশ্বে দুই লাখের অধিক শিশু মারা যায় পানিতে ডুবে। বাংলাদেশেও বছরে প্রায় ১৪ হাজার শিশু পানিতে ডুবে মারা যায়। যা শিশুর সুরক্ষার ক্ষেত্রে বড় বাধা। বাংলাদেশে এই প্রথম সরকারিভাবে পোর্টেবল সুইমিং পুলে সাঁতার প্রশিক্ষণ প্রদান করা হচ্ছে। যার ফলে শহরের শিশুরা সহজেই পোর্টেবল সুইমিং পুলে সাঁতার শিখতে পারবে। দিবসটির এবছরের প্রতিপাদ্য ‘পানিতে ডুবা প্রতিরোধে অন্তত একটি উদ্যোগ গ্রহণ করি’। আজকের পোর্টেবল সুইমিং পুল উদ্বোধন আমাদের সেই একটি উদ্যোগ।

          আজ ঢাকায় বাংলাদেশ  শিশু একাডেমির সম্মেলন কক্ষে বিশ্ব পানিতে ডুবা প্রতিরোধ দিবস উপলক্ষ্যে ‘বাংলাদেশ শিশু একাডেমি চত্বরে পোর্টেবল সুইমিং পুলে শিশুদের সাঁতার প্রশিক্ষণ উদ্বোধন অনুষ্ঠানে প্রধান অতিথির বক্তব্যে প্রতিমন্ত্রী এসব কথা বলেন। বাংলাদেশ শিশু একাডেমির চেয়ারম্যান লাকী ইনামের সভাপতিত্বে উদ্বোধন অনুষ্ঠানে বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন মহিলা ও শিশু বিষয়ক মন্ত্রণালয়ের সচিব মোঃ হাসানুজ্জামান কল্লোল।

          প্রতিমন্ত্রী বলেন, মহিলা ও শিশু বিষয়ক মন্ত্রণালয় শিশুর জীবন সুরক্ষায় সাঁতার প্রশিক্ষণ কর্মসূচির মাধ্যমে ৬ লাখ ৬০ হাজার শিশুকে সাঁতার প্রশিক্ষণ প্রদান করেছে। ‘সমন্বিত শিশু যত্ন কেন্দ্রের মাধ্যমে শিশুদের প্রারম্ভিক বিকাশ ও সুরক্ষা, উন্নয়ন ও শিশুর সাঁতার প্রশিক্ষণ’ প্রকল্প থেকে ১৬টি জেলায় ৪৫টি উপজেলায় আরো ৩ লাখ ৬০ হাজার শিশুকে সাঁতার প্রশিক্ষণ দেয়া হবে। প্রশিক্ষণ প্রদান, সচেতনতা বৃদ্ধি, সম্মিলিত উদ্যোগ ও সঠিক কর্মপরিকিল্পনা বাস্তবায়নের মাধ্যমে পানিতে ডুবে শিশু মৃত্যুর হার শুন্যের কোটায় নামিয়ে আনা সম্ভব হবে।

          প্রতিমন্ত্রী আরো বলেন, বাংলাদেশসহ পানিতে ডুবে মৃত্যুর বৈশ্বক পরিস্থিতি বিবেচনা করে জাতিসংঘের সাধারণ পরিষদ বিগত ২৮ এপ্রিল সর্বসম্মতিক্রমে পানিতে ডুবে মৃত্যু প্রতিরোধ বিষয়ক ঐতিহাসিক একটি রেজুলেশন গ্রহণ করে। পানিতে ডুবে মৃত্যু প্রতিরোধে ব্যাপক সচেতনতা সৃষ্টি এবং জাতীয় প্রতিরোধ কর্মকৌশল এবং কর্মপরিকল্পনা প্রণয়নে রাষ্ট্রীয় উদ্যোগকে উৎসাহিত করার লক্ষ্যে জাতিসংঘের সাধারণ পরিষদ ২৫ জুলাইকে বিশ্ব পানিতে ডুবা প্রতিরোধ দিবস হিসেবে ঘোষণা করেছে। 

          উদ্বোধন অনুষ্ঠানে স্বাগত বক্তব্য দেন শিশু একাডেমির মহাপরিচালক মোঃ শরিফুল ইসলাম। বক্তৃতা করেন সেন্টার ফর ইনজুরি প্রিভেনশন এন্ড রিসার্চ এর উপনির্বাহী পরিচালক ড. আমিনুর  রহমান। অনুষ্ঠানে আরো উপস্থিত ছিলেন অতিরিক্ত সচিব ড মহিউদ্দীন আহমেদ, অতিরক্ত সচিব মোঃ মুহিবুজ্জামানসহ মন্ত্রণালয় ও দপ্তর সংস্থার কর্মকর্তাবৃন্দ।  এসময় শিশু ও অভিভাবকবৃন্দ উপস্থিত ছিল। উদ্বোধন অনুষ্ঠান শেষে শিশুরা পুলে সাঁতার প্রশিক্ষণ গ্রহণ করে।

অর্থমন্ত্রীর সাথে জাইকা প্রেসিডেন্টের সাক্ষাৎ

          আজ বাংলাদেশ সচিবালয়ে নিজ দপ্তরে অর্থমন্ত্রী আ হ ম মুস্তফা কামালের সাথে জাইকা প্রেসিডেন্ট আকিহিকো তানাকা সাক্ষাৎ করেন। অর্থমন্ত্রী জাইকা প্রেসিডেন্টকে বাংলাদেশিদের পক্ষ থেকে স্বাগত জানান। পাশাপাশি তিনি বাংলাদেশ জাপান সম্পর্কের ভিত্তি হিসেবে উল্লেখ করে ১৯৭৩ সালের অক্টোবরে জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমানের জাপান সফরের কথা স্মরণ করেন। অর্থমন্ত্রী বলেন, আমাদের স্বাধীনতার পরপরই ১৯৭২ সালের ফেব্রুয়ারিতে বাংলাদেশকে একটি স্বাধীন দেশ হিসেবে স্বীকৃতি দেওয়া প্রথম দেশগুলোর মধ্যে জাপান অন্যতম। তারপর থেকেই জাপান আমাদের সবচেয়ে বিশ্বস্ত দ্বিপাক্ষিক উন্নয়ন সহযোগী এবং সময়ের পরীক্ষিত বন্ধু।

          বাংলাদেশকে অব্যাহত সমর্থন ও বাংলাদেশের উন্নয়ন প্রচেষ্টায় দৃঢ় প্রতিশ্রুতির জন্য জাপান সরকার এবং বিশেষ করে জাপান ইন্টারন্যাশনাল কো-অপারেশন এজেন্সির (জাইকা) প্রতি কৃতজ্ঞতা প্রকাশ করে অর্থমন্ত্রী বলেন, প্রধানমন্ত্রী শেখ হাসিনার গতিশীল নেতৃত্বের মাধ্যমে সম্প্রতি জাপান-বাংলাদেশের সম্পর্ক অনন্য উচ্চতায় পৌঁছেছে। প্রধানমন্ত্রী শেখ হাসিনার ২০১৪ এবং ২০১৯ সালের জাপান সফর এটিকে আরো বেগবান করেছে।

           কোভিড-১৯ মহামারির শুরুতে জাপান বাংলাদেশকে যে বাজেট সহায়তা প্রদান করেছে তা, বাংলাদেশ ও জাপান উভয় দেশের ইতিহাসে প্রথমবারের মতো বাজেট সহায়তা হিসেবে উল্লেখ করে অর্থমন্ত্রী বলেন, এটি আমাদের কোভিড-১৯ মহামারির নেতিবাচক প্রভাব প্রশমিত করতে এবং রাশিয়া-ইউক্রেন সংকট মোকবিলায়ও সাহায্য করেছে। দিনে দিনে জাপান বাংলাদেশের একক বৃহত্তম দ্বিপাক্ষিক উন্নয়ন সহযোগী হয়ে উঠেছে। তিনি বলেন, আমার বিশ্বাস, জাইকা ভবিষ্যতের বৈশ্বিক অনিশ্চয়তা বিবেচনা করে, প্রয়োজনীয় বাজেট সহায়তাসহ আমাদের গুরুত্বপূর্ণ প্রকল্প বাস্তবায়নের জন্য আরো অর্থায়ন বাড়াবে।

          ড. আকিহিকো তানাকা বাংলাদেশের অর্থনৈতিক অগ্রগতির ভূয়সী প্রশংসা করেন। তিনি বলেন, জাইকার সহযোগিতার ক্ষেত্রে বাংলাদেশ একটি গুরুত্বপূর্ণ দেশ। বাংলাদেশ বিভিন্ন অর্থনৈতিক এবং সামাজিক সূচকে বিভিন্ন প্রতিবেশী দেশ থেকে বর্তমানে অনেক এগিয়ে রয়েছে। সহযোগিতার সফল বাস্তবায়নের কারণে এ মুহূর্তে জাপানের সরকারি উন্নয়ন সহযোগিতার তালিকায় থাকা দেশগুলোর মধ্যে বাংলাদেশের অবস্থান অন্যতম। বিভিন্ন সামাজিক সূচকে অগ্রগতি অর্জনের মাধ্যমে উন্নয়নের একটি নতুন পর্যায়ে উন্নীত হয়েছে বাংলাদেশ। প্রধানমন্ত্রী শেখ হাসিনার দৃঢ় নেতৃত্বে নিজস্ব অর্থায়নে পদ্মা সেতু সারা বিশ্বকে অবাক করে দিয়েছে।

          সভায় আরো উপস্থিত ছিলেন অর্থনৈতিক সম্পর্ক বিভাগের সচিব শরিফা খান, জাপানের রাষ্ট্রদূত ইতো নাওকি এবং জাইকার আবাসিক প্রতিনিধি ইয়ো হায়াকাওয়াসহ জাইকা ও অর্থ মন্ত্রণালয়ের কর্মকর্তাবৃন্দ।

কোভিড-১৯ সংক্রান্ত সর্বশেষ প্রতিবেদন

স্বাস্থ্য অধিদপ্তর এবং রোগতত্ত্ব, রোগ নিয়ন্ত্রণ ও গবেষণা ইনস্টিটিউট (আইইডিসিআর)-এর তথ্যানুযায়ী গতকাল রবিবার সকাল ৮টা থেকে সোমবার সকাল ৮টা পর্যন্ত ২৪ ঘণ্টায় দেশে ৫৪৮ জনের শরীরে করোনা সংক্রমণ পাওয়া গেছে। নমুনা পরীক্ষার বিপরীতে রোগী শনাক্তের হার ৭ দশমিক ৮৪ শতাংশ। এ সময় ৬ হাজার ৯৮৭ জনের নমুনা পরীক্ষা করা হয়েছে।

      

গত ২৪ ঘণ্টায় কোভিড-১৯ এ আক্রান্ত হয়ে ৫ জনের মৃত্যু হয়েছে। এ পর্যন্ত ২৯ হাজার ২৭১ জন করোনায় মৃত্যুবরণ করেছেন। করোনাভাইরাস আক্রান্তদের মধ্যে এখন পর্যন্ত সুস্থ হয়েছেন ১৯ লাখ ৩৭ হাজার ২৪০ জন।
