নিরাপত্তার বিষয়কে সর্বোচ্চ অগ্রাধিকার দেয়া হচ্ছে

    বিজ্ঞান ও প্রযুক্তি মন্ত্রী স্থপতি ইয়াফেস ওসমান বলেছেন, প্রধানমন্ত্রী শেখ হাসিনার নেতৃত্বে বর্তমান সরকার ভিশন-২০২১ বাস্তবায়নের জন্য নিরলসভাবে কাজ করে যাচ্ছে। একটি মধ্যমআয়ের উন্নত ডিজিটাল বাংলাদেশের জন্য পারমাণবিক শক্তির নিরাপদ ব্যবহার অপরিহার্য। সে লক্ষেই রূপপুর পারমাণবিক বিদ্যুৎ কেন্দ্র স্থাপনের উদ্যোগ নেয়া হয়েছে; যা ২০২২ সালে ২৪শ’ মেগাওয়াট বিদ্যুৎ উৎপাদন করবে। 
    মন্ত্রী আজ অস্ট্রিয়ার রাজধানী ভিয়েনায় আন্তর্জাতিক পরমাণু শক্তি এজেন্সি (আইএইএ) এর চলমান ৫৯তম সাধারণ অধিবেশনে যোগদানকালে একথা বলেন।
    মন্ত্রী বলেন, রূপপুর পারমাণবিক বিদ্যুৎ কেন্দ্র স্থাপনে নিরাপত্তার ইস্যুকে সর্বোচ্চ অগ্রাধিকার দেয়া হচ্ছে। সার্বিক নিরাপত্তার বিষয়গুলো যেমন পারমাণবিক উপাদান ও স্থাপনা, উন্নত ও সর্বাধুনিক প্রযুক্তি নির্বাচন, অবকাঠামো উন্নয়ন, বর্জ্য ব্যবস্থাপনা, তেজষ্ক্রিয় উপাদানের নিরাপদ পরিবহণ, দক্ষ ও প্রশিক্ষিত মানবসম্পদ তৈরিসহ প্রতিটি ধাপে আইএই’র মাইলস্টোন নীতিমালা অনুসরণ করা হচ্ছে। 
    পাশাপাশি ফুকুশিমা দুর্ঘটনার অভিজ্ঞতা এবং অন্যান্য পারমাণবিক বিদ্যুৎ উৎপাদনকারী দেশসমূহের অভিজ্ঞতাও এখানে কাজে লাগানো হচ্ছে বলে তিনি জানান।

       জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমানের আদর্শের অবিচল অনুসারী সমাজকল্যাণমন্ত্রী সৈয়দ মহসিন আলীর মরদেহ আগামীকাল মঙ্গলবার রাত ১০টা ৩০ মিনিটে সিঙ্গাপুর থেকে দেশে পৌঁছবে। ১৬ সেপ্টেম্বর  সকাল ১০টায় জাতীয় সংসদ ভবনের দক্ষিণ প্লাজায় মরহুমের নামাজে জানাজা অনুষ্ঠিত হবে।
    সকল সংসদসদস্য, মরহুমের রাজনৈতিক সহকর্মী, পরিবারের সদস্যবৃন্দ, শুভানুধ্যায়ীসহ সকলকে জানাজায় শরিক হতে জাতীয় সংসদের ডেপুটি স্পিকার মোঃ ফজলে রাব্বী মিয়া অনুরোধ জানিয়েছেন ।

ডেপুটি স্পিকার মোঃ ফজলে রাব্বী মিয়া বলেছেন, প্রাথমিক শিক্ষার মানোন্নয়নে জনঅংশগ্রহণ গুরুত্বপূর্ণ ভূমিকা রাখছে। প্রাথমিক শিক্ষার মানোন্নয়নে জনঅংশগ্রহণের দ্বারা কর্মকেন্দ্রিক ও আনন্দদায়ক শিক্ষার মাধ্যমে ৩২টি ইউনিয়নে ৬শ’টি প্রাথমিক বিদ্যালয়ের শিক্ষার পরিবেশ ও মান বৃদ্ধি পেয়েছে। তিনি ভবিষ্যতে এ প্রকল্পের পরিধি প্রাথমিকের পাশাপাশি মাধ্যমিক পর্যায়ে ছড়িয়ে দেয়ার আহ্বান জানান ।
         ডেপুটি স্পিকার আজ ঢাকায় স্পেকট্রা কনভেনশন সেন্টারে ইউকে এইডের সহায়তায় গণসাক্ষরতা অভিযান আয়োজিত ‘‘প্রাথমিক শিক্ষার মানোন্নয়নে জনঅংশগ্রহণের মাধ্যমে কর্মকেন্দ্রিক ও আনন্দদায়ক শিক্ষা  বিষয়ক অভিজ্ঞতা বিনিময়” অনুষ্ঠানে  প্রধান অতিথির বক্তৃতায় একথা বলেন। 
         তিনি বলেন, প্রকল্পের আওতায় কমিউনিটি ওয়াচ গ্রুপ তাদের সার্বক্ষণিক মনিটরিংয়ের মাধ্যমে  প্রাথমিক শিক্ষার্থীদের  খেলাধুলা ও  সাংস্কৃতিক চর্চার পাশাপাশি বিদ্যালয়ের শিক্ষার সুষ্ঠু পরিবেশ নিশ্চিত করতে কাজ করে যাচ্ছে । 
    গণসাক্ষরতা অভিযানের নির্বাহী পরিচালক রাশেদা কে চৌধুরীর সভাপতিত্বে অনুষ্ঠানে অন্যান্যের মধ্যে মৎস্য ও প্রাণিসম্পদ প্রতিমন্ত্রী নারায়ণ চন্দ্র চন্দ, ঢাকা বিশ্ববিদ্যালয়ের অধ্যাপক শফি আহমেদ এবং ডিএফআইডি বাংলাদেশের প্রোগ্রাম ম্যানেজার তাইও নাওবানী বক্তব্য রাখেন।

    জাতীয় ভোক্তা অধিকার সংরক্ষণ অধিদপ্তরের জেলা কার্যালয় চট্টগ্রাম, কুমিল্লা, নাটোর, রংপুর ও ঠাকুরগাঁও আজ বাজার তদারকি করে। তদারকিকালে ভোক্তা অধিকার সংরক্ষণ আইন লঙ্ঘনের দায়ে ১৬টি প্রতিষ্ঠানকে এক লাখ ১৭ হাজার ৫শ’ টাকা জরিমানা করা হয়।
পণ্যের মোড়কে এমআরপি লেখা না থাকা, অস্বাস্থ্যকর উপায়ে খাদ্যপণ্য তৈরি, ওজনে কারচুপি, মেয়াদোত্তীর্ণ পণ্য বিক্রয়ের অপরাধে চট্টগ্রাম সদর উপজেলায় ৪টি প্রতিষ্ঠানকে ৬৭ হাজার টাকা, রংপুরের সাদুল্লাপুর উপজেলায় ১টি প্রতিষ্ঠানকে ৩ হাজার টাকা, কুমিল্লার লাকসাম উপজেলায় ৬টি প্রতিষ্ঠানকে ২৩ হাজার ৫শ’ টাকা, নাটোরের সদর উপজেলায় ৪টি প্রতিষ্ঠানকে ২১ হাজার টাকা এবং ঠাকুরগাঁওয়ের সদর উপজেলায় ১টি প্রতিষ্ঠানকে ৩ হাজার টাকা  জরিমানা করা হয়।

বাংলাদেশের আকাশে আজ কোথাও ১৪৩৬ হিজরি সনের জিলহজ মাসের চাঁদ দেখা না যাওয়ায় 
১৬ সেপ্টেম্বর থেকে পবিত্র জিলহজ মাস গণনা শুরু হবে। আগামী ২৫ সেপ্টেম্বর শুক্রবার সারাদেশে পবিত্র ঈদুল আজহা উদ্যাপিত হবে।
 
আজ সন্ধ্যায় ইসলামিক ফাউন্ডেশন বায়তুল মুকাররম সভাকক্ষে জাতীয় চাঁদ দেখা কমিটির সভায় এ সিদ্ধান্ত গৃহীত হয়। ইসলামিক ফাউন্ডেশনের মহাপরিচালক ও জাতীয় চাঁদ দেখা কমিটির সদস্য সচিব সামীম মোহাম্মদ আফজাল  সভায় সভাপতিত্ব করেন।

সভায় প্রধান তথ্য কর্মকর্তা তছির আহাম্মদ, ওয়াক্ফ প্রশাসক ফয়েজ আহমেদ ভূঁইয়া, ধর্ম বিষয়ক মন্ত্রণালয়ের যুগ্মসচিব ডাঃ মোঃ বোরহান উদ্দিন, তথ্য মন্ত্রণালয়ের যুগ্মসচিব মোহাম্মদ নূরুল ইসলাম, বাংলাদেশ টেলিভিশনের পরিচালক (বার্তা) নাসির আহমেদ, ঢাকা আলিয়া মাদ্রাসার অধ্যক্ষ প্রফেসর সিরাজউদ্দিন আহমাদ, ঢাকা জেলার এডিসি মোঃ জসিম উদ্দিন, আবহাওয়া অধিদপ্তরের পরিচালক মোঃ শাহ আলম, স্পারসোর সিএসও মোঃ শাহ আলম, বায়তুল মোকাররম জাতীয় মসজিদের সিনিয়র পেশ ইমাম মাওলানা মুহাম্মদ মিজানুর রহমান, লালবাগ শাহী জামে মসজিদের খতিব কারি মোঃ আবু রায়হান ও চকবাজার শাহী জামে মসজিদের খতিব মুফতি শেখ নাঈম রেজওয়ান উপস্থিত ছিলেন।

Inu at UNESCO

Community Radio mainstreaming the marginalized

   

Paris, September 14:

            Information Minister Hasanul Haq Inu termed Community Radio as the specific media to mainstreaming the marginalized population. `Mass media is the greatest weapon to enable and equip the marginalized people with the power of information’, said the minister.

            Hasanul Haq Inu  was speaking at the welcoming session of the two-day International Seminar titled 'Community Media Sustainability: Policies and Funding’ began today at UNESCO Headquarters in Paris.

            'The government of Sheikh Hasina authorized 32 community radios and 15 of them are already in operation across the country. Many of them operate along the coastline, where vulnerability is still to be minimized', Hasanul Haq Inu informed the session chaired by UNESCO Communication and Information Sector (CI) Section Chief Mirta Lorenço and attended by over 80 delegates from other countries.

            'Community radios in Bangladesh are the outcomes of our initiatives to give `Voice to the Voiceless'- part of an all out effort to mainstreaming the marginalized’, said Inu. He also emphasized on both `Political’ and `Community’ commitments for sustainability of the community media in Bangladesh and the globe.

            Mass media in Bangladesh is booming during the leadership of present government as the country takes on a transition towards democracy from miniaturization and religious-communal fundamentalism of the past, Information Minister added. In an ICT-made flat-world, we believe in 3 C’s- Connect, Collaborate and Compete, in order to thrive in every sector, he announced.   

            Inu also lauded the UNESCO initiatives for the seminar saying, 'Community media is a strong tool to make the world a better place- to lead us to equality, justice, and honor for all.' Being highly lauded for his sensational speech, later in the day, minister Hasanul Haq Inu also moderated a session titled `Building Capacities of Communities to Forge a Sustainable Community Radio in South Asia: Challenges and Prospects.’

            Bangladesh Ambassador in Paris M Shahidul Islam, CEO of Bangladesh NGOs Network for Radio and Communication (BNNRC) A H M Bazlur Rahman, Country Director of Article  19 Bangladesh Tahmina Rahman, member of Bangladesh Internet Governance Forum (BIGF) Afroza Haq Rina attended the sessions as members of Bangladesh delegation.

            Information Minister is expected to return on 16 September.

    জাতীয় সংসদের পরিকল্পনা মন্ত্রণালয় সম্পর্কিত স্থায়ী কমিটির এক বৈঠক আজ কমিটির সভাপতি আবুল কালাম আজাদের সভাপতিত্বে সংসদ ভবনে অনুষ্ঠিত হয়।
    কমিটির সদস্য শওকত আলী, মেজর (অবঃ) রফিকুল ইসলাম (বীর উত্তম), মুহিবুর রহমান মানিক, মোঃ তাজুল ইসলাম, সামশুল হক চৌধুরী এবং নিলুফার জাফর উল্লাহ বৈঠকে অংশগ্রহণ করেন। এছাড়া, অর্থ ও পরিকল্পনা প্রতিমন্ত্রী এমএ মান্নান বিশেষ আমন্ত্রণে বৈঠকে যোগদান করেন।
    বৈঠকে পরিসংখ্যান ও তথ্য ব্যবস্থাপনা সংক্রান্ত নীতি প্রণয়নের পূর্বের এবং পরের সামগ্রিক চিত্র এবং বাংলাদেশ পরিসংখ্যান ব্যুরোর প্রশিক্ষণ ও গবেষণা কার্যক্রম এবং ২০১৪-১৫ অর্থবছরের এডিপি বাস্তবায়ন সম্পর্কে আইএমইডি প্রণীত প্রতিবেদনের ওপর বিস্তারিত আলোচনা করা হয়।
বৈঠকে জানানো হয়, পরিসংখ্যান ব্যবস্থাকে অধিকতর শক্তিশালী ও আধুনিক করার জন্য বিগত ২৮ অক্টোবর ২০১৩ তারিখে প্রধানমন্ত্রী শেখ হাসিনার সভাপতিত্বে অনুষ্ঠিত মন্ত্রিসভার বৈঠকে উপস্থাপিত ঘধঃরড়হধষ ঝঃৎধঃবমু ভড়ৎ ঃযব উবাবষড়ঢ়সবহঃ ড়ভ ঝঃধঃরংঃরপং (ঘঝউঝ) সরকারের একটি পরিকল্পনা দলিল হিসেবে অনুমোদিত হয়।
এছাড়া বৈঠকে উল্লেখ করা হয়, কর্মকর্তা-কর্মচারীদের দক্ষতা বৃদ্ধির জন্য বাংলাদেশ পরিসংখ্যান ব্যুরো বিভিন্ন বিষয়ভিত্তিক প্রশিক্ষণ পরিচালনা করে থাকে। ইতোমধ্যে যে সমস্ত বিষয়ে প্রশিক্ষণ পরিচালনা করা হয়েছে সেগুলো হলো উবসড়মৎধঢ়যরপ ঝঃধঃরংঃরপং, টংব ড়ভ ওঈঞ ঃড় ঊহযধহপব ঙভভরপব চৎড়ফঁপঃরারঃু, ইধংরপ ধহফ অঢ়ঢ়ষরবফ ঝঃধঃরংঃরপং, চড়ঢ়ঁষধঃরড়হ চৎড়লবপঃরড়হ জবঢ়ড়ৎঃ ডৎরঃরহম ইত্যাদি।
বৈঠকে আরো জানানো হয়, ২০১৪-১৫ অর্থবছরে প্রকল্প বাস্তবায়নের সার্বিক গড় অগ্রগতির হার ৯১%, যা ২০১৩-১৪ অর্থবছরের সার্বিক গড় অগ্রগতির হারের (৯৩%) চেয়ে ২% কম এবং ২০১২-১৩ অর্থবছরের সার্বিক গড় অগ্রগতি হারের (৯১%) সমান। ২০১৪-১৫ অর্থবছরে মোট ৫৫টি মন্ত্রণালয় ও বিভাগের মধ্যে যে ১০টি মন্ত্রণালয় ও বিভাগ সর্বোচ্চ অগ্রগতি অর্জন করেছে সেগুলো হলোঃ গৃহায়ণ ও গণপূর্ত মন্ত্রণালয় (১১১%), ডাক ও টেলিযোগাযোগ বিভাগ (১০৬%), তথ্য ও যোগাযোগ প্রযুক্তি বিভাগ (১০২%), মহিলা ও শিশু বিষয়ক মন্ত্রণালয় (১০১%), বিদ্যুৎ বিভাগ (১০১%), সমাজকল্যাণ মন্ত্রণালয় (১০১%), মৎস্য ও প্রাণিসম্পদ মন্ত্রণালয় (১০০%), প্রতিরক্ষা মন্ত্রণালয় (১০০%), বিজ্ঞান ও প্রযুক্তি মন্ত্রণালয় (১০০%) এবং সড়ক পরিবহণ ও মহাসড়ক বিভাগ (১০০%)।
পরিকল্পনা বিভাগের সচিব, পরিসংখ্যান ও তথ্য ব্যবস্থাপনা বিভাগের সচিব, আইএমইডি’র সচিবসহ মন্ত্রণালয় ও জাতীয় সংসদ সচিবালয়ের সংশ্লিষ্ট ঊর্ধ্বতন কর্মকর্তাবৃন্দ  বৈঠকে উপস্থিত ছিলেন।

Malaysian delegation calls on Foreign Minister

Dhaka, September 14: 

            Visiting Malaysian delegation led by Datuk Seri Haji Saripuddin Bin Haji Kasim, Secretary General, Ministry of Human Resources, called on Foreign Minister A H Mahmood Ali  in the Foreign Ministry today.

            During the call on, Secretary General Haji Saripuddin informed the Foreign Minister that Malaysia wants to fulfill a significant portion of the demand of extra work force from Bangladesh. He also mentioned that Malaysia has a plan to declare Bangladesh as a ‘source country for labor force’ officially.

            Haji Saripuddin briefed the Foreign Minister the outcome of the 6^th Joint Working Group meeting held toady at the Ministry of Expatriates Welfare and Overseas Employment including ‘G to G Plus’ mechanism for recruitment of Bangladeshi workers. He also stated that Malaysia has opened all of its sectors including construction and services for foreign workers.

            Foreign Minister Mahmood Ali apprised Haji Saripuddin about various initiatives taken by Prime Minister Sheikh Hasina for the welfare of Bangladeshi workers employed abroad and also intend to go for foreign employment including setting up of an Overseas Employment Bank.

    ডেপুটি স্পিকার মহান মুক্তিযুদ্ধের রণাঙ্গনে সৈয়দ মহসিন আলীর সশস্ত্র অংশগ্রহণ ও বীরোচিত অবদান শ্রদ্ধার সাথে স্মরণ করেন। এছাড়া, শত শত দুস্থ ও অসহায় পরিবার এবং বহু সংগঠনকে তিনি যে সাহায্য সহযোগিতা করেছেন তাও গভীর কৃতজ্ঞতার সাথে স্মরণ করেন।
    জাতীয় সংসদের প্রতিনিধিদল মরহুমের রূহের মাগফিরাত কামনা করেন এবং শোকসন্তপ্ত পরিবারকে মরহুমের বিয়োগ-ব্যথা বহনের শক্তি প্রদানের জন্য পরম করুণাময় আল্লাহর দরবারে প্রার্থনা জানান।

UN Under-Secretary General calls on Foreign Minister

Dhaka, September 14:

            UN Under-Secretary General Atul Khare called on Foreign Minister A H Mahmood Ali in the Ministry of Foreign Affairs today.

            During the call on, mentioning Bangladesh as the top troops contributing country, Foreign Minister Mahmood Ali observed that more Bangladesh nationals deserve to be appointed for policy and command level positions at both the Headquarters and the field in the missions. Mahmood Ali also appreciated the suggestions made by Atul Khare on the possibility of engaging Bangladesh business sector in providing logistics and services support to UN peacekeeping missions.

            The Under-Secretary General informed the Foreign Minister that his visit was primarily aimed at conveying the UN’s thanks and appreciation to Bangladesh for its highest contribution of troops and police to UN peacekeeping operations. He decided to visit Bangladesh within six months of assuming office in order to exchange views with the concerned stakeholders, he added.

            The Under-Secretary General requested Bangladesh to contribute further addressing certain capability gaps in UN peacekeeping missions. Atul Khare appreciated the role of Bangladesh’s female peacekeepers and urged the major troops and police contributing countries to deploy more women in the missions. He also underscored the need for minimizing the carbon footprint of UN peacekeeping missions to promote environmental protection. The Under-Secretary General expressed his wish to work together with the Ministry of Foreign Affairs to organise outreach events for building civilian capacities for UN peacekeeping missions.

            The Under-Secretary also addressed a public lecture at the ministry on "The Challenges of Providing Support to UN Peace Operations" where he elaborated on the UN's focus on ensuring rapidity, efficiency and effectiveness in providing field support to UN peacekeeping missions.

Bangladesh PM wins UN Environmental Prize for Policy Leadership

 

Bangkok, September 14:

            The Prime Minister of Bangladesh, Sheikh Hasina, has been announced as one of the winners of the United Nations’ highest environmental accolade, in recognition of Bangladesh’s far-reaching initiatives to address climate change.

            Serving as Prime Minister of Bangladesh – one of the world’s least-developed countries – Sheikh Hasina has proven that investing in climate change is conducive to achieving social and economic development.

            The Champions of the Earth award in the Policy Leadership category, which the Prime Minister will accept at a ceremony in New York on September 27, recognizes Bangladesh’s first-off-the-block initiatives under Prime Minister Sheikh Hasina’s government to prepare the ecologically fragile country for the challenges it faces from climate change.

            UNEP Executive Director Achim Steiner said, 'Through a number of forward-looking policy initiatives and investments, Bangladesh has placed confronting the challenge of climate change at the core of its development. These initiatives, from climate change adaptation measures to ecosystem preservation legislation, mean that current and future generations of Bangladeshis are better prepared to address climate change risks and reverse the impacts of environmental degradation.'

            'Prime Minister Sheikh Hasina has demonstrated leadership and vision in both making climate change an issue of national priority and advocating for an ambitious global response. As an early adopter and advocate of climate change adaptation policy, she continues to be an example to follow as world leaders seek to take action on climate change as part of the Sustainable Development Goals and the Paris climate conference in December.' 

            The award cites the progressive Bangladesh Climate Change Strategy and Action Plan of 2009, which made Bangladesh the first developing country to frame such a coordinated action plan. Bangladesh is also the first country to set up its own Climate Change Trust Fund supported by nearly US$300 million of domestic resources from 2009-2012.

            The government currently earmarks 6-7 percent of its annual budget – some US$ 1 billion - on climate change adaptation, with only 25 percent of this coming from international donors. A ‘Climate Change Fiscal Framework’ is also in the works to enable the government to track the demand and supply of climate change funds. For the first time, climate change is no longer merely an additional demand, it is central to the country's development prospects.

            In addition, under her leadership, the Bangladesh Constitution was amended in 2011 to include a constitutional directive to the State to protect the environment and natural resources for current and future generations. Prioritized in the constitution along with wetlands and wildlife, the forestry policies initiative by Prime Minister Sheikh Hasina has provided a natural barrier from some extreme weather events and the country’s forests cover has increased by almost 10 percent.

            Moving beyond physical and capital investment in climate change adaptation, the government is implementing a wide range of measures to help citizens prepare for an increasingly unpredictable future. These include new health services dealing with waterborne diseases linked to increased floods, training community groups about early warning systems and promoting climate-friendly agricultural technologies. 

            As part of climate change mitigation, the government is giving high priority to clean and renewable energy including one of the world’s largest solar home energy systems, covering 10 percent of the off-grid population, and reducing emissions from brick-making, one of the largest sources of stationary emissions in the country. 

            In a major initiative to protect environment, human health and livelihoods, legislation is being enacted to step up regulation of the coastal polluting from the ship-breaking industry that employs a huge workforce in hazardous conditions.

            'As one of the most disaster prone countries in the world, Bangladesh understands the importance of addressing the impact of climate change. The country is already experiencing its detrimental effects, and it is often the poorest and marginalized who feel it most,' said Robert Watkins, UN Resident Coordinator in Bangladesh.

            'From 1990 to 2008 Bangladesh averaged annual losses of 1 point 8 percent of the country’s GDP due to natural disasters, yet it is important to remember that addressing the impact of climate change is more than just a question of economics. High tides in coastal areas of the country are rising faster than the global average, which leads to loss of livelihoods and displacement.

            'By 2050 it is estimated that one in every 7 people in Bangladesh is likely to be displaced by climate change and they are also likely to move to urban centres already burdened with meeting the needs of a dense population.

            'I congratulate the Government of Bangladesh for being proactive in tackling climate change as a priority of the country. It is also a clarion call for the global community to take action today, and to realize that climate change is not a problem of the future, it is already happening in our lifetime.'

ইউএনডব্লিউটিও  সাধারণ অধিবেশনে বাংলাদেশ ভাইস প্রেসিডেন্ট নির্বাচিত

    বাংলাদেশ জাতিসংঘ আন্তর্জাতিক ট্যুরিজম অর্গানাইজেশন - ইউএনডব্লিউটিও’র  কমিশন ফর সাউথ এশিয়া (সিএসএ)- এর  ভাইস চেয়ারম্যান পদে পুনর্নির্বাচিত হেেয়ছে। এছাড়া কলম্বিয়ায় অনুষ্ঠিত ইউএনডব্লিউটিও’র চলতি ২১তম সাধারণ অধিবেশনে বাংলাদেশ প্রথমবারের মত ভাইস প্রেসিডেন্ট হিসেবে নির্বাচিত হয়েছে। 

    বেসামরিক বিমান পরিবহণ ও পর্যটন মন্ত্রী রাশেদ খান মেনন ১৫ সেপ্টেম্বর প্লেনারি সেশন ও জেনারেল ডিভেট সেশন এ সভাপতিত্ব করবেন।

    গত ১১ সেপ্টেম্বর ইউএনডব্লিউটিও’র চলতি ২১তম সাধারণ অধিবেশনে যোগদানের লক্ষ্যে বেসামরিক বিমান পরিবহণ ও পর্যটন মন্ত্রী রাশেদ খান মেনন এর নেতৃত্বে চার সদস্যের প্রতিনিধিদল কলম্বিয়ার উদ্দেশে ঢাকা ত্যাগ করেন।

    প্রতিনিধিদলে বেসামরিক বিমান পরিবহণ ও পর্যটন মন্ত্রণালয়ের সচিব খোরশেদ আলম চৌধুরী রয়েছেন।

    সম্মেলন শেষে ২৩ সেপ্টেম্বর মন্ত্রী দেশে ফিরবেন বলে আশা করা হচ্ছে।

    বাংলাদেশের প্রধানমন্ত্রী শেখ হাসিনা জাতিসংঘের পরিবেশ বিষয়ক সর্বোচ্চ সম্মান ‘চ্যাম্পিয়নস অব দ্যা আর্থ’ পুরস্কারে ভূষিত হয়েছেন। বাংলাদেশে জলবায়ু পরিবর্তনের বিরূপ প্রভাব মোকাবিলায় তাঁর সুদূরপ্রসারী কর্মকা-ের স্বীকৃতিস্বরূপ এই পুরস্কার প্রদান করা হয়েছে। 
    বাংলাদেশ বিশ্বের অন্যতম প্রধান ঘনবসতিপূর্ণ দেশ। জলবায়ু পরিবর্তনজনিত বিরূপ প্রতিক্রিয়ার কারণে বাংলাদেশ বিশ্বের সর্বোচ্চ ঝুঁকিপূর্ণ দেশগুলোর মধ্যে একটি। সাইক্লোন, বন্যা এবং খরাসহ বিভিন্ন প্রাকৃতিক দুর্যোগ দীর্ঘকাল যাবৎ এদেশের ইতিহাসের সাথে অঙ্গাঙ্গিভাবে জড়িত। কিন্তু সাম্প্রতিক সময়ে এ ধরনের দুর্যোগের প্রকোপ বেড়েই চলেছে। 
    বিশ্বের অন্যতম স্বল্পোন্নত দেশের প্রধানমন্ত্রী হয়েও শেখ হাসিনা প্রমাণ করেছেন জলবায়ু পরিবর্তন মোকাবিলায় বিনিয়োগ সামাজিক ও অর্থনৈতিক উন্নয়ন অর্জনের ক্ষেত্রে উৎকৃষ্ট বিনিয়োগ। 
    প্রধানমন্ত্রী শেখ হাসিনা পলিসি লিডারশিপ ক্যাটাগরিতে ‘চ্যাম্পিয়নস অব দ্যা আর্থ’ পুরস্কারে ভূষিত হয়েছেন। আগামী ২৭ সেপ্টেম্বর ২০১৫ নিউইয়র্কে এক অনুষ্ঠানে তিনি এই পুরস্কার গ্রহণ করবেন। প্রতিবেশগতভাবে ভঙ্গুর বাংলাদেশে জলবায়ু পরিবর্তনের ফলে সৃষ্ট চ্যালেঞ্জ মোকালিয়ায় প্রধানমন্ত্রী শেখ হাসিনার নেতৃত্বাধীন সরকারের সামগ্রিক পদক্ষেপের  স্বীকৃতি হচ্ছে এই পুরস্কার।
    জাতিসংঘ পরিবেশ কর্মসূচির নির্বাহী পরিচালক অচিম স্টেইনার (অপযরস ঝঃবরহবৎ) বলেন, ‘বেশ কয়েকটি উদ্ভাবনমূলক নীতিগত পদক্ষেপ এবং বিনিয়োগের মাধ্যমে জলবায়ু পরিবর্তনের চ্যালেঞ্জ মোকাবিলা বাংলাদেশ তার উন্নয়নের মূল প্রতিপাদ্য হিসেবে গ্রহণ করেছে। জলবায়ু পরিবর্তন অভিযোজন কার্যক্রম থেকে শুরু করে বাস্তুতন্ত্র (বপড়ংুংঃবস) সংরক্ষণ আইন প্রণয়ন ইত্যাদি কার্যক্রম গ্রহণের ফলে বাংলাদেশের বর্তমান এবং ভবিষ্যৎ প্রজন্ম জলবায়ু পরিবর্তনজনিত ঝুঁকি এবং পরিবেশ বিপর্যয়ের বিরূপ প্রভাব মোকাবিলায় অনেক বেশি প্রস্তুত।’
    ‘জলবায়ু পরিবর্তনকে দেশে জাতীয় অগ্রাধিকার ইস্যু এবং একইসঙ্গে এ বিষয়ে বিশ্ব সম্প্রদায়ের দৃষ্টি আকর্ষণে জোরালো ভূমিকা পালনের ক্ষেত্রে প্রধানমন্ত্রী শেখ হাসিনা তাঁর নেতৃত্ব এবং দূরদৃষ্টি প্রদর্শন করতে সক্ষম হয়েছেন। বিশ্ব নেতৃবৃন্দ কয়েকদিনের মধ্যে টেকসই উন্নয়ন লক্ষ্যমাত্রা (ঝঁংঃধরহধনষব উবাবষড়ঢ়সবহঃ এড়ধষং) এবং ডিসেম্বরে প্যারিসে জলবায়ু সম্মেলনের অংশ হিসেবে জলবায়ু পরিবর্তন বিষয়ে কর্মসূচি গ্রহণ করতে যাচ্ছেন। জলবায়ু অভিযোজন কর্মসূচির অগ্রগামী বাস্তবায়নকারী এবং অভিযোজন নীতির স্বপক্ষের একজন বলিষ্ঠ প্রবক্তা হিসেবে শেখ হাসিনা অন্যদের জন্য অনুসরণীয় দৃষ্টান্ত।’ 
    পুরস্কার সাইটেশনে ‘বাংলাদেশ ক্লাইমেট চেঞ্জ স্ট্র্যাটিজি অ্যান্ড অ্যাকশন প্লান ২০০৯’ এর উল্লেখ করে বলা হয়েছে বাংলাদেশ বিশ্বের প্রথম উন্নয়নশীল দেশ যেখানে এ ধরনের সমন্বিত কর্মপরিকল্পনা গ্রহণ করা হয়েছে। এছাড়াও বাংলাদেশ প্রথম দেশ হিসেবে নিজস্ব তহবিল দ্বারা ‘ক্লাইমেট চেঞ্জ ট্রাস্ট ফান্ড’ গঠন করেছে। ২০০৯ থেকে ২০১২ পর্যন্ত এ তহবিলে তিনশ’ মিলিয়ন মার্কিন ডলার বরাদ্দ দেওয়া হয়েছে।

    সরকার বর্তমানে বার্ষিক বাজেটের ৬-৭ শতাংশ (যা প্রায় ১ বিলিয়ন ডলারের সমান) জলবায়ু পরিবর্তন অভিযোজন কার্যক্রমের জন্য বরাদ্দ করছে। এর ২৫ শতাংশ আসছে আন্তর্জাতিক সাহায্যদাতাদের কাছ থেকে। একটি ‘ক্লাইমেট চেঞ্জ ফিসক্যাল ফ্রেমওয়ার্ক’ তৈরির কাজ চলছে যাতে জলবায়ু তহবিলের চাহিদা এবং সরবরাহ সম্পর্কে একটা স্বচ্ছ ধারনা পাওয়া যায়। জলবায়ু পরিবর্তন কোন অতিরিক্ত চাহিদা হিসেবে নয় বরং সরকারের উন্নয়ন সম্ভাবনার কেন্দ্রবিন্দুতে এই প্রথমবারের বিষয়টিকে স্থান দেওয়া হয়েছে।  
    এছাড়া, শেখ হাসিনার নেতৃত্বে ২০১১ সালে বাংলাদেশের সংবিধান সংশোধন করা হয়। এই সংশোধনীতে বর্তমান এবং ভবিষ্যৎ প্রজন্মের জন্য পরিবেশ এবং প্রাকৃতিক সম্পদ সংরক্ষণে রাষ্ট্রকে সাংবিধানিক নির্দেশনা দেওয়া হয়েছে। সংবিধানে জলাভূমি এবং বণ্যপ্রাণী রক্ষাকে প্রাধিকার দিয়ে শেখ হাসিনার সরকার গৃহীত বন নীতিমালা আবহাওয়ার বেশকিছু চরমভাবাপন্ন অবস্থার প্রতিকার হিসেবে কাজ করছে। পাশাপাশি দেশে বনাঞ্চলের পরিমাণ প্রায় ১০ শতাংশ বৃদ্ধি পেয়েছে। 
    জলবায়ু পরিবর্তন সংক্রান্ত অভিযোজনে বস্তুগত এবং আর্থিক বিনিয়োগ ছাড়াও, সরকার ক্রমবর্ধমান অনিশ্চিত ভবিষ্যৎ মোকাবিলায় জনগণকে প্রস্তুতি গ্রহণে বিভিন্ন কর্মসূচি বাস্তবায়ন করছে। এগুলোর মধ্যে বন্যাজনিত কারণে পানিবাহিত রোগ নিরাময়ে স্বাস্থ্যসেবা, আগাম সতর্কীকরণে কম্যুনিটি দল গঠন এবং পরিবেশবান্ধব কৃষিপ্রযুক্তিতে উৎসাহ প্রদান বিশেষভাবে উল্লেখযোগ্য। 
    জলবায়ু পরিবর্তন প্রশমন প্রক্রিয়ার (পষরসধঃব পযধহমব সরঃরমধঃরড়হ) অংশ হিসেবে সরকার দূষণমুক্ত নবায়নযোগ্য জ্বালানি ব্যবহারের উপর বিশেষ গুরুত্বারোপ করেছে। ইতোমধ্যে বাংলাদেশে বিশ্বের সর্ববৃহৎ সোলার হোম সিস্টেম গড়ে উঠেছে যা গ্রিড বহির্ভূত এলাকার ১০ শতাংশ জনগণের বিদ্যুৎ চাহিদা মেটাচ্ছে। এছাড়া সরকার দেশের সবচেয়ে বৃহৎ গ্যাস নির্গমন উৎস-ইটভাটা থেকে গ্যাস নির্গমন হ্রাসের পদক্ষেপ নিয়েছে।
    পরিবেশ, মানবস্বাস্থ্য রক্ষা এবং জীবিকায়নের গুরুত্বপূর্ণ উদ্যোগ হিসেবে জাহাজ-ভাঙা শিল্প যাতে উপকূলীয় অঞ্চলে পরিবেশ বিনষ্ট না করতে পারে সেজন্য নতুন আইন প্রণয়নের উদ্যোগ নেওয়া হয়েছে। জাহাজ ভাঙা শিল্পে ঝুঁকিপূর্ণ অবস্থায় বিপুল সংখ্যক শ্রমিক কাজ করে থাকে।
    বাংলাদেশে জাতিসংঘের আবাসিক সমন্বয়ক রবার্ট ওয়াটকিনস (জড়নবৎঃ ডধঃশরহং) বলেন, ‘বিশ্বের অন্যতম দুর্যোগপ্রবণ দেশ হিসেবে বাংলাদেশ জলবায়ু পরিবর্তনের বিরূপ প্রতিক্রিয়া মোকাবিলার বিষয়টি গুরুত্বসহকারে অনুধাবন করতে পেরেছে। দেশটি ইতোমধ্যেই এর ক্ষতিকর প্রভাবের কুফল ভোগ করছে এবং প্রায়শঃই সবচেয়ে দরিদ্র এবং প্রান্তিক জনগোষ্ঠি এই বিরূপ প্রভাবের প্রধান শিকার।’ 
    ‘প্রাকৃতিক দুর্যোগের ফলে ১৯৯০ থেকে ২০০৮ পর্যন্ত বাংলাদেশ তার বার্ষিক জিডিপি’র ১.৮ শতাংশ  হারিয়েছে। তারপরও এটা স্মরণ রাখা দরকার যে, জলবায়ু পরিবর্তনজনিত বিরূপ প্রভাব নিরসন শুধু অর্থনীতির প্রশ্ন নয়, বরং তার চেয়েও গুরুত্বপূর্ণ। বাংলাদেশের উপকূলীয় অঞ্চলে জোয়ারের পরিমাণ বৈশ্বিক গড় মাত্রার চেয়ে দ্রুত বৃদ্ধি পাচ্ছে যা জীবন-জীবিকার উপর বিরূপ প্রভাব ফেলছে এবং মানুষকে বাস্তুহারা করছে। অনুমান করা হচ্ছে ২০৫০ সালের মধ্যে বাংলাদেশের প্রতি ৭ জনের মধ্যে একজন মানুষ জলবায়ু পরিবর্তনজনিত কারণে বাস্তুহারা হবেন এবং তাঁরা শহরাঞ্চলের দিকে ধাবিত হবেন। দেশের শহরগুলো এখনই অধিক জনসংখ্যার চাহিদা মেটাতে হিমশিম খাচ্ছে। জলবায়ু পরিবর্তন মোকাবিলাকে দেশের উন্নয়ন অগ্রাধিকারের তালিকায় স্থান দেওয়ায় আমি বাংলাদেশ সরকারকে অভিনন্দন জানাচ্ছি। বিশ্ব সম্প্রদায়ের জন্য উদাত্ত আহ্বান হচ্ছে এখনই পদক্ষেপ নিন। জলবায়ু পরিবর্তন যে ভবিষ্যতের কোন সমস্যা নয় এটা আমাদের জীবনকালেই ইতোমধ্যে ঘটে চলেছে।’
