Bangladesh and Oman hold third Foreign Office Consultations in Muscat

Dhaka, 28 May:

The third round of political consultations between Bangladesh and the Sultanate of Oman took place today at the Omani Foreign Ministry in Muscat.

The Bangladesh delegation was led by Foreign Secretary (Senior Secretary) Ambassador Masud Bin Momen, while the Omani side was led by the Undersecretary for Political Affairs of the Ministry of Foreign Affairs Sheikh Khalifa Alharthy. The consultations were attended by Bangladesh’s Ambassador to Oman Md. Nazmul Islam and Director General (West Asia) Md. Shafiqur Rahman and officials from both foreign ministries.

The delegations reviewed the whole gamut of bilateral relations between the two countries, covering political exchanges, defence cooperation, trade and economic matters, consular issues, and cooperation in areas such as Manpower, Energy, Agriculture, Education, Health, etc. The Consultations took note of the need for holding the Joint Technical Committee meeting on Manpower cooperation soon, and underlined the need for deeper engagement in trade and economic fields between the two countries through setting up a Joint Business Chamber between apex trade bodies, initiating port-to-port connectivity, higher interaction and visit among businesses between the two countries. Both sides expressed satisfaction over the regular consultations and agreed to diversify cooperation in various areas of clean energy, direct shipping, recruitment of healthcare professionals, and Information Technology to enhance and consolidate the existing relationship. 

 

There was also an exchange of views on cooperation in international platforms and contemporary global issues. Both sides agreed to hold the next round of Consultations at mutually convenient dates in 2024 in Dhaka. 

During his visit to Oman, Bangladesh Foreign Secretary also met with Dr. Saleh bin Said bin Salem Masen, Undersecretary of the Ministry of Commerce, Industry and Investment Promotion. He appraised the Undersecretary on the economic development gains in Bangladesh and sought for greater trade and investment cooperation from the Omani side. Foreign Secretary invited the Undersecretary to visit Bangladesh with a business delegation. He also met Mr. Nasr bin Amer Al Hosni, Undersecretary of the Ministry of Labour for Work, to discuss ways of enhancing cooperation in these two key sectors. Both sides expressed optimism on convening of the next meeting of the Joint Commission on Manpower shortly. There were exchanges of views on issues of common interests.

UN Special Rapporteur on Extreme Poverty and Human

Rights calls on State Minister for Foreign Affairs

Dhaka, 28 May : 

            The UN Special Rapporteur on Extreme Poverty and Human Rights Oliver de Schutter called on State Minister for Foreign Affairs Md. Shahriar Alam at the Ministry of Foreign Affairs in Dhaka today. During the meeting the Special Rapporteur debriefed about his visit to Bangladesh. He appreciated the remarkable progress of Bangladesh in reducing the upper poverty line from 48.9% to 18.7%, and the lower poverty line from 34.3% to 5.6%. The State Minister underscored that a deeper understanding of the political and socio-economic background would be essential to gauge the extent and degree of the progress Bangladesh made in reducing poverty. Mentioning a number of innovative and effective interventions of the Government of Bangladesh, he highlighted the competitiveness of the RMG industry- the prime export industry of Bangladesh that Bangladesh takes pride in, and the key role it played in the realization of economic, social and political rights including, inter alia, through women empowerment. 

            The Special Rapporteur reflected on his findings regarding the challenges posed by climate change and the Rohingya crisis, and underscored the need for redoubling commitments and contributions on the part of the international community. While making a few recommendations, the Special Rapporteur also underscored the linkages between the economic, social and cultural rights and the civil and political rights, and opined that this has an important bearing on making the progress sustainable. In this regard, the State Minister underscored the critical importance of due diligence, neutrality and objectivity of all, including the UN system as well as the CSOs that are active in the arena of human rights. The State Minister also highlighted Bangladesh’s ongoing collaboration with the UN Human Rights mechanism. 

            The Special Rapporteur will present his report on this visit to the Human Rights Council in June 2024.

            The UN Special Rapporteur on Extreme Poverty and Human Rights Oliver de Schutter visited Bangladesh on 17-28 May 2023, at the invitation of the Government of Bangladesh. During his visit, he met a number of key dignitaries of the Government. He also visited Rangpur and Kurigram districts, and the Rohingya camps in Cox’s Bazar. He also met members of civil society organizations.

সমাজকল্যাণ মন্ত্রণালয় হতে পাঁচ কোটি মানুষ সেবা পাচ্ছে

সমাজকল্যাণ মন্ত্রী নুরুজ্জামান আহমেদ বলেছেন, দেশের এক কোটিরও অধিক লোক বিভিন্ন ভাতার আওতায় রয়েছে। প্রত্যক্ষ ও পরোক্ষ মিলিয়ে পাঁচ কোটি মানুষ সমাজকল্যাণ মন্ত্রণালয়ের সেবা পাচ্ছে।

 

মন্ত্রী আজ রাজধানীর আগারগাঁওস্থ জাতীয় সমাজসেবা একাডেমি মিলনায়তনে সমাজসেবা কর্মকর্তাদের ৫১তম বুনিয়াদি প্রশিক্ষণে প্রধান অতিথি হিসেবে বক্তব্য প্রদানকালে এসব কথা বলেন।

 

সমাজসেবা অধিদফতরের মহাপরিচালক ড. আবু সালেহ মোস্তফা কামালের সভাপতিত্বে অনুষ্ঠানে বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন সমাজকল্যাণ মন্ত্রণালয়ের সচিব  মোঃ জাহাঙ্গীর আলম।

 

মন্ত্রী বলেন,  দেশের প্রান্তিক জনগোষ্ঠীকে উন্নয়নের মূলস্রোতে আনতে সরকার বদ্ধপরিকর। সে লক্ষ্যে ভাতা গ্রহীতা ও ভাতার অর্থ বাড়ানো হচ্ছে। যারা ভাতা পাচ্ছেন তাদের অধিকাংশই উন্নয়নের মূলস্রোতে এসেছে।

 

মন্ত্রী সুবিধাভোগী বাছাই ও সেবা প্রদানে সবাইকে আন্তরিকতার সাথে কাজ করার আহ্বান জানান।

 

পরে মন্ত্রী ৫১তম বুনিয়াদি প্রশিক্ষণ কোর্সের উদ্বোধন ঘোষণা করেন।

নজরুলের ‘বিদ্রোহী’ কবিতাকে ইউনেস্কো’র ডকুমেন্টারি হেরিটেজে অন্তর্ভুক্ত করা হবে

সংস্কৃতি বিষয়ক প্রতিমন্ত্রী কে এম খালিদ বলেছেন, জাতীয় কবি কাজী নজরুল ইসলামের অমর সৃষ্টি ‘বিদ্রোহী’ কবিতা। তাঁর বিখ্যাত ‘অগ্নিবীণা’ কাব্যগ্রন্থের অন্তর্ভুক্ত ‘বিদ্রোহী’ কবিতাকে ইউনেস্কো’র ডকুমেন্টারি হেরিটেজে অন্তর্ভুক্ত করা হবে। যেভাবে জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমানের ৭ই মার্চের ভাষণকে ইউনেস্কো’র ডকুমেন্টারি হেরিটেজ হিসাবে অন্তর্ভুক্ত করা হয়েছিল, একই প্রক্রিয়ায় কবি নজরুল ইনস্টিটিউটের মাধ্যমে সংস্কৃতি বিষয়ক মন্ত্রণালয় থেকে এ সংক্রান্ত প্রস্তাব ইউনেস্কোতে পাঠানো হবে।

প্রতিমন্ত্রী আজ রাজধানীর বাংলাদেশ জাতীয় জাদুঘরের কবি সুফিয়া কামাল মিলনায়তনে জাতীয় কবি কাজী নজরুল ইসলামের ১২৪তম জন্মবার্ষিকী উপলক্ষ্যে কবি নজরুল ইনস্টিটিউট আয়োজিত আলোচনা সভা ও সাংস্কৃতিক অনুষ্ঠানে প্রধান অতিথির বক্তব্যে এসব কথা বলেন।

প্রধান অতিথি বলেন, জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমান ১৯৭২ সালের ২৪ মে কবি নজরুল ইসলামকে জাতীয় কবির মর্যাদা দিয়ে আনুষ্ঠানিকভাবে কলকাতা থেকে ঢাকায় নিয়ে আসেন। আর এর পরদিন ২৫মে ছিল কবির জন্মদিন। প্রতিমন্ত্রী বলেন, বঙ্গবন্ধুর নজরুলকে বাংলাদেশে নিয়ে আসার দিনটিকে স্মরণীয় করে রাখতে আগামী বছর ২৪ মে থেকে নজরুল জন্মজয়ন্তীর জাতীয় অনুষ্ঠান শুরু করা হবে, যা ২৭ মে পর্যন্ত চলবে।

কবি নজরুল ইনস্টিটিউটের নির্বাহী পরিচালক এ এফ এম হায়াতুল্লাহ এর সভাপতিত্বে অনুষ্ঠানে বিশেষ অতিথি হিসাবে বক্তৃতা করেন সংস্কৃতি বিষয়ক মন্ত্রণালয়ের সচিব খলিল আহমদ। সভায় মুখ্য আলোচক হিসাবে হিসাবে বক্তব্য রাখেন বাংলা একাডেমির মহাপরিচালক কবি মুহম্মদ নূরুল হুদা। অনুষ্ঠানে সম্মানিত অতিথি হিসাবে বক্তৃতা করেন কৃষি সম্প্রসারণ অধিদপ্তরের প্রাক্তন মহাপরিচালক ড. মো. হামিদুর রহমান, কবি নজরুল ইনস্টিটিউটের প্রাক্তন নির্বাহী পরিচালক ইকরাম আহমেদ ও কবি নজরুল ইনস্টিটিউট ট্রাস্টি বোর্ডের সদস্য ও কবিপৌত্রী খিলখিল কাজী। স্বাগত বক্তব্য রাখেন কবি নজরুল ইনস্টিটিউটের সচিব (উপসচিব) মোঃ রায়হান কাওছার।

বিশেষ অতিথির বক্তব্যে সংস্কৃতি মন্ত্রণালয়ের সচিব খলিল আহমদ বলেন, জাতীয় কবি কাজী নজরুল ইসলামকে নিয়ে আরো গবেষণামূলক ও বিশ্লেষণধর্মী বই রচনায় আমাদের মনোনিবেশ করা উচিত। বিশেষ করে নজরুল কোথায় কী লিখেছেন এবং বিষয়ভিত্তিক গ্রন্থ রচনার জন্য নজরুল গবেষকদের আহ্বান জানাই। তিনি বলেন, নজরুলের সৃজনকর্ম সারা বিশ্বে ছড়িয়ে দেয়ার জন্য নজরুলের সাহিত্যকর্ম ইংরেজি ও আরবিসহ বিভিন্ন গুরুত্বপূর্ণ ভাষায় অনুবাদের ব্যবস্থা নেয়া যেতে পারে। সংস্কৃতি বিষয়ক মন্ত্রণালয় যথাশীঘ্র এ বিষয়ে প্রয়োজনীয় ব্যবস্থা গ্রহণ করবে।

অনুষ্ঠানে দেশের খ্যাতিমান শিল্পীবৃন্দ সংগীত, আবৃত্তি ও নৃত্য পরিবেশন করেন।

আগামী ১৫ বছরে এভিয়েশন সেক্টরের প্রবৃদ্ধি হবে তিন গুণ

বেসামরিক বিমান পরিবহন ও পর্যটন প্রতিমন্ত্রী মোঃ মাহবুব আলী বলেছেন, আগামী ১৫ বছরে বাংলাদেশের এভিয়েশন সেক্টরের প্রবৃদ্ধি হবে প্রায় তিনগুণ।

প্রতিমন্ত্রী আজ রাজধানীর হোটেল প্যান প্যাসিফিক সোনারগাঁও হোটেলে ইউএস বাংলা এয়ারলাইন্সের ক্যাডেট পাইলটদের যুক্তরাষ্ট্রে প্রশিক্ষণে প্রেরণ উপলক্ষ্যে আয়োজিত এক অনুষ্ঠানে প্রধান অতিথির বক্তব্যে একথা বলেন।

প্রতিমন্ত্রী বলেন, প্রধানমন্ত্রীর নির্দেশনা অনুযায়ী দেশের এভিয়েশন শিল্পের সময়োপযোগী অবকাঠামোগত উন্নয়ন, কারিগরি ও জন দক্ষতা উন্নয়ন এবং আইন ও নীতি প্রণয়নের ফলে দেশের এভিয়েশন শিল্প দ্রুত প্রবৃদ্ধি লাভ করছে। বিগত ১০ বছরে বাংলাদেশের এভিয়েশন মার্কেট প্রায় দ্বিগুণ বৃদ্ধি পেয়েছে।

প্রতিমন্ত্রী আরো বলেন, এভিয়েশন সেক্টরের এই বিপুল প্রবৃদ্ধির ধারাকে অব্যাহত রাখতে ও দেশের অর্থনীতিতে ভূমিকা রাখতে এভিয়েশন শিল্পের প্রতিটি পর্যায়ে আমাদের আরো বেশি সংখ্যক প্রশিক্ষিত ও দক্ষ জনবল প্রয়োজন হবে। দক্ষ জনবলের এই বর্ধিত চাহিদা পূরণে সরকার বিভিন্ন ব্যবস্থা গ্রহণ করছে। আরো বেশি প্রশিক্ষিত নারী পাইলট গড়ে তুলতে ইতোমধ্যে বেসামরিক বিমান চলাচল কর্তৃপক্ষ ‘বঙ্গবন্ধু শেখ মুজিবুর রহমান Next Generation Aviation Professionals (NGAP) শিক্ষাবৃত্তি’ চালু করেছে।

মাহবুব আলী বলেন, দেশের এভিয়েশন শিল্পকে সামনে এগিয়ে নিতে সরকারের বিভিন্ন উদ্যোগের পাশাপাশি আমাদের বেসরকারি অংশীজনদেরও এগিয়ে আসতে হবে। দক্ষ জনবল গড়ে তোলার জন্য প্রশিক্ষণার্থী পাইলটদের উচ্চশিক্ষার জন্য যুক্তরাষ্ট্রে পাঠানোর ইউএস বাংলা এয়ারলাইন্সের এই উদ্যোগ নিঃসন্দেহে বাংলাদেশের এভিয়েশন শিল্প উন্নয়নে গুরুত্বপূর্ণ ভূমিকা রাখবে।

কোভিড-১৯ সংক্রান্ত সর্বশেষ প্রতিবেদন

          স্বাস্থ্য অধিদপ্তরের তথ্যানুযায়ী গতকাল শনিবার সকাল ৮টা থেকে আজ রবিবার সকাল ৮টা পর্যন্ত ২৪ ঘণ্টায় দেশে ৭৩ জনের শরীরে করোনা সংক্রমণ পাওয়া গেছে। নমুনা পরীক্ষার বিপরীতে রোগী শনাক্তের হার ৫ দশমিক ৫০ শতাংশ। এ সময় ১ হাজার ৩২৭ জনের নমুনা পরীক্ষা করা হয়েছে।          

গত ২৪ ঘণ্টায় কোভিড-১৯ আক্রান্ত হয়ে কেউ মারা যায়নি। এ পর্যন্ত ২৯ হাজার ৪৪৬ জন করোনায় মৃত্যুবরণ করেছেন। করোনা ভাইরাস আক্রান্তদের মধ্যে এখন পর্যন্ত সুস্থ হয়েছেন ২০ লাখ ৬ হাজার ২১২ জন।

আমনের উৎপাদন বাড়াতে ৩৩ কোটি টাকার প্রণোদনা

এ বছর আমনের আবাদ ও উৎপাদন বাড়াতে ৩৩ কোটি ২০ লাখ টাকার প্রণোদনা দেয়া হবে। সারা দেশের ৪ লাখ ৯০ হাজার ক্ষুদ্র ও প্রান্তিক কৃষক এ প্রণোদনার আওতায় বিনামূল্যে বীজ ও সার পাবেন।

 এ প্রণোদনার আওতায় একজন কৃষক এক বিঘা জমিতে চাষের জন্য রোপা আমন ধানের উচ্চফলনশীল (উফশী) জাতের প্রয়োজনীয় ৫ কেজি বীজ এবং ১০ কেজি ডিএপি ও ১০ কেজি এমওপি সার বিনামূল্যে পাবেন।

কৃষি মন্ত্রণালয়ের নিয়মিত বাজেট কৃষি পুনর্বাসন সহায়তা এবং বীজ ও চারা খাত থেকে এ প্রণোদনা প্রদান করা হচ্ছে। এ সংক্রান্ত সরকারি আদেশ ইতিমধ্যে জারি হয়েছে। মাঠ পর্যায়ে শীঘ্রই এসব প্রণোদনা বিতরণ কার্যক্রম শুরু হবে।

রাষ্ট্রপতির সাথে আইজিপি ও লিবিয়ায় নবনিযুক্ত রাষ্ট্রদূতের সাক্ষাৎ

পুলিশের প্রতিটি সদস্যকে তাদের কার্যক্রমে জনবান্ধব হওয়ার নির্দেশ দিয়েছেন রাষ্ট্রপতি মোঃ সাহাবুদ্দিন।

পুলিশ মহাপরিদর্শক (আইজিপি) চৌধুরী আব্দুল্লাহ আল মামুন আজ বঙ্গভবনে রাষ্ট্রপতির সাথে সাক্ষাৎ করতে গেলে রাষ্ট্রপতি এ নির্দেশ দেন। সাক্ষাৎকালে আইজিপি বাংলাদেশ পুলিশের সার্বিক কর্মকাণ্ড সম্পর্কে রাষ্ট্রপতিকে অবহিত করেন।

রাষ্ট্রপতি বলেন, পুলিশকে জনগণের বন্ধু হিসেবে কাজ করতে হবে। রাষ্ট্রপতি জনস্বার্থে বিভিন্ন মামলার নিষ্পত্তিতে যথাসম্ভব দ্রুত তদন্ত প্রতিবেদন দাখিলের জন্য আইজিপি-কে নির্দেশ দেন। তিনি বলেন, সাইবার ক্রাইম মোকাবিলায় পুলিশের প্রতিটি সদস্যকে প্রযুক্তি জ্ঞানে প্রশিক্ষিত করে গড়ে তুলতে হবে।

লিবিয়ায় নবনিযুক্ত বাংলাদেশের রাষ্ট্রদূত মেজর জেনারেল আবুল হাসনাত মোহাম্মদ খায়রুল বাশার বঙ্গভবনে রাষ্ট্রপতির সাথে সাক্ষাৎ করেন। সাক্ষাৎকালে নতুন রাষ্ট্রদূত তার দায়িত্ব পালনে রাষ্ট্রপতির সার্বিক সহযোগিতা ও দিকনির্দেশনা কামনা করেন।

রাষ্ট্রপতি নবনিযুক্ত রাষ্ট্রদূতকে লিবিয়ায় প্রবাসী বাংলাদেশিদের কল্যাণে কাজ করার নির্দেশ দেন। বাংলাদেশ ও লিবিয়ার মধ্যে বাণিজ্য বিনিয়োগ বৃদ্ধির লক্ষ্যে বাংলাদেশে বিদ্যমান বিনিয়োগ সম্ভাবনা লিবিয়ার বিনিয়োগকারীদের সামনে তুলে ধরারও নির্দেশ দেন রাষ্ট্রপতি।

রাষ্ট্রপতির কার্যালয়ের সচিব সম্পদ বড়ুয়া, সামরিক সচিব মেজর জেনারেল এস এম সালাহউদ্দিন ইসলাম, প্রেস সচিব মোঃ জয়নাল আবেদীন এবং সচিব (সংযুক্ত) মোঃ ওয়াহিদুল ইসলাম খান এ সময় উপস্থিত ছিলেন।

খাদ্যমন্ত্রী সাধন চন্দ্র মজুমদার বলেছেন, বঙ্গবন্ধু শেখ মুজিবুর রহমান তাঁর বর্ণাঢ্য রাজনৈতিক জীবনের সকল পর্যায়ে শোষিত ও বঞ্চিত মানুষের পক্ষে থেকেছেন। তিনি ছিলেন শান্তির প্রতীক। বঙ্গবন্ধুর অসাম্প্রদায়িক, মানবিক ও শান্তির দর্শন নতুন প্রজন্মের মাঝে ছড়িয়ে দিতে হবে।

আজ নওগাঁ পোরশা উপজেলা পরিষদ হল রুমে জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমানের জুলিও কুরি শান্তি পদক প্রাপ্তির ৫০ বছর পূর্তি উদ্‌যাপন উপলক্ষ্যে আয়োজিত আলোচনা সভায় প্রধান অতিথির বক্তৃতায় তিনি এসব কথা বলেন।

মন্ত্রী বলেন, এমন কোন খাত নেই যেখানে প্রধানমন্ত্রীর সাহায্য পৌঁছায়নি। কমিউনিটি ক্লিনিক গরিব মানুষের চিকিৎসা সেবার জন্য তৈরি করে শেখ হাসিনার সরকার। বিএনপি ২০০১ ক্ষমতায় এসে সেই কমিউনিটি ক্লিনিক বন্ধ করেছিলো। অথচ কমিউনিটি ক্লিনিক এখন বিশ্বে মডেল হিসেবে বিবেচিত হচ্ছে।

কৃষকবান্ধব সরকারের সময়োপযোগী পদক্ষেপের কারণে দেশে বাম্পার ফলন হয়েছে। এদেশে খাদ্য সংকট হবেনা। কৃষকের জন্য সরকার ভর্তুকি মূল্যে সার দিচ্ছে। বিনামূল্যে বীজ ও কৃষি উপকরণ দিচ্ছে। কৃষক তার ফসলের ন্যায্যমূল্য পাচ্ছে।

সাধন চন্দ্র বলেন, জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমান দেশের জন্য, দেশের মানুষের জন্য বারবার কারাবরণ করেছেন। অধিকার আদায়ে বদ্ধপরিকর ছিলেন তিনি। তাঁর নেতৃত্বে বাংলাদেশ স্বাধীন হয়েছে। তাঁর সুযোগ্য কন্যা শেখ হাসিনার নেতৃত্বে বাংলাদেশ হয়েছে মধ্যম আয়ের দেশ।

অনুষ্ঠানে খাদ্যমন্ত্রী বিভিন্ন প্রতিযোগিতায় বিজয়ীদের হাতে পুরস্কার তুলে দেন।

Prime Minister’s message on the International Day of United Nations Peacekeepers

Dhaka, 28 May :

Prime Minister Sheikh Hasina has given the following Message on the occasion of the International Day of United Nations Peacekeepers-2023 :

“I am happy to know that the ‘International Day of United Nations Peacekeepers-2023’ is being observed in Bangladesh as elsewhere in the world. The theme of day ‘Peace Begins Within Me’ has been appropriate. On the occasion of this day, I proudly recall the important role of Bangladesh in the UN peacekeeping operations and extend my heartiest congratulations and felicitations to all Bangladeshi peacekeeping members.

I remember with profound respect those peacekeepers who sacrificed their lives for the cause of world peace and made the country's flag brighter in the globe. I solemnly pray for the salvation of their departed souls and convey my wholehearted sympathy to their bereaved family members.

Bangladesh became a member of the United Nations on 17 September 1974. The greatest Bengali of all time, Father of the Nation Bangabandhu Sheikh Mujibur Rahman, in his historic speech at the United Nations General Assembly on September 25 of the same year, said, ‘Peace is absolutely necessary for the protection of the existence of mankind. The hopes and aspirations of all men and women in the world are embodied in this peace.’ In the UNGA, he expressed firm commitment to Bangladesh’s continued support to establish peace all over the world. Since then, Bangladesh has been maintaining good relations with all the peaceful and friendly countries of the world and has been actively participating in all the peacekeeping activities conducted under the United Nations to establish world peace. Bangabandhu Sheikh Mujib was awarded the ‘Joliot-Curie Peace Medal’ on 23 May 1973 in recognition of his contribution to the establishment of world peace and human rights. 

In line with the philosophy of the Father of the Nation, we have established Bangladesh as a dedicated proponent of world peace. In 1997, we placed a declaration and programme of actions titled ‘Culture of Peace’ to the United Nations in the form of a resolution which was unanimously adopted on 13 September 1999. Later, the United Nations declared the year 2000 as ‘International Year of Culture of Peace’ and the years 2001-2010 as ‘Culture of Peace and the decade of non-Violence’. Bangladesh considers that the establishment of ‘Culture of Peace’ is essential to comprehensively consolidate the message of peace and implement the ‘Agenda-2030’. Our efforts ‘Women Peace and Security Agenda’ are playing a significant role to ensure the full, equal and meaningful participation of women in peacemaking, conflict prevention and peacebuilding. Bangladesh has been playing an important role in ensuring women’s participation and protection in the peacekeeping operations.

Bangladesh is committed to global peacekeeping and peace-building efforts. We are the highest peacekeeping contributing country to the United Nations. The unique contribution of our peacekeepers to the UN multinational forces has brightened the image of the nation and made Bangladesh a dignified country in the world. At the same time, it played an important role in strengthening diplomatic ties with the economically and militarily powerful countries of the world.

Despite the Covid-19 pandemic, Bangladeshi peacekeepers in different parts of the world have been working with high standard of professionalism, efficiency and dedication for the cause of establishing peace, and have won the trust and confidence of the people of those countries' by restoring peace to the war-ravaged countries. The pride and dignity that Bangladesh has gained today as an actively participating country in promoting peace around the world is the outcome of outstanding professionalism, courage, bravery and skills of our peacekeepers.

On behalf of the government and the people of Bangladesh, I reiterate my full support to the UN for the protection and promotion of world peace. The Awami League government will continue its all efforts to ensure that Bangladeshi peacekeepers can respond to the call of the UN with more confidence. I hope that our peacekeepers will establish Bangladesh as a powerful peace building nation in the world through their expertise, professionalism, courage and dedication in the UN peacekeeping operations, and will further brighten the country's image in the world.

I wish the ‘International Day of United Nations Peacekeepers-2023’ a complete success. I also wish all the peacekeepers a grand success and well-being.

President's Message on the International Day of United Nations Peacekeepers

Dhaka, 28 May : 

President Mohammed Shahabuddin has given the following message on the occasion of the ‘International Day of United Nations Peacekeepers 2023’:

“I welcome the initiative of observing the ‘International Day of United Nations Peacekeepers 2023’ in Bangladesh as elsewhere in the world. On this auspicious occasion, I would like to convey my heartiest congratulations and felicitations to all the members of the UN peacekeepers including Bangladesh. I pay my deep homage to the valiant members of UN peacekeepers who made supreme sacrifices for upholding world peace.

Bangladesh government has been consistent in upholding the principle ‘Friendship to all, malice towards none’ as enunciated by Father of the Nation Bangabandhu Sheikh Mujibur Rahman. In this continuation, Bangladesh is doing the sacred job of establishing peace and harmony in the world today and has become a glorious example in peacekeeping. The peacekeepers of Bangladesh have been able to attain credibility by dint of their highest standard of professionalism, devotion and bravery since their first engagement to the UN peacekeeping operations in 1988. The outstanding contribution of our peacekeepers has upheld the image of Bangladesh at the international arena.

Bangladesh is one of the largest troops contributing nations in the UN peacekeeping missions. Professionalism along with utmost sincerity, discipline, efficiency and humanitarian activities have contributed to the success of our peacekeepers. I hope Bangladeshi peacekeepers, performing their duties with honesty, devotion and professionalism will be able to continue this trend in establishing world peace, harmony, and amity in the days to come.

I wish the observance of the 'International Day of United Nations Peacekeepers 2023' a grand success.

প্রধানমন্ত্রী শেখ হাসিনা আগামীকাল আন্তর্জাতিক জাতিসংঘ শান্তিরক্ষী দিবস উপলক্ষ্যে নিম্নোক্ত বাণী প্রদান করেছেন:

“বিশ্বের অন্যান্য দেশের ন্যায় বাংলাদেশেও 'আন্তর্জাতিক জাতিসংঘ শান্তিরক্ষী দিবস-২০২৩' পালিত হচ্ছে জেনে আমি আনন্দিত। এ দিবস উপলক্ষ্যে জাতিসংঘ শান্তিরক্ষা কার্যক্রমে বাংলাদেশের গুরুত্বপূর্ণ ভূমিকার কথা আমি গর্বভরে স্মরণ করছি এবং শান্তিরক্ষা মিশনে কর্মরত বাংলাদেশের সকল সদস্যকে আন্তরিক শুভেচ্ছা ও অভিনন্দন জানাচ্ছি। 

আমি গভীর শ্রদ্ধাভরে স্মরণ করছি সেই সকল শান্তিরক্ষীদের- যাঁরা বিশ্বশান্তির জন্য অকাতরে নিজেদের জীবন বিসর্জন দিয়ে বিশ্ব দরবারে দেশের পতাকাকে উজ্জ্বলতর করেছেন। আমি তাঁদের আত্মার মাগফেরাত কামনা করছি এবং শোকসন্তপ্ত পরিবারের সদস্যদের প্রতি গভীর সমবেদনা জানাচ্ছি। 

বাংলাদেশ ১৯৭৪ সালের ১৭ সেপ্টেম্বর জাতিসংঘের সদস্যপদ লাভ করে এবং একই বছর ২৫ সেপ্টেম্বর জাতিসংঘের সাধারণ অধিবেশনে সর্বকালের সর্বশ্রেষ্ঠ বাঙালি, জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমান বাংলায় প্রদত্ত তাঁর ঐতিহাসিক ভাষণে বলেছিলেন, “মানবজাতির অস্তিত্ব রক্ষার জন্য শান্তি অত্যন্ত জরুরি এবং তাহা সমগ্র বিশ্বের নর-নারীর গভীর আকাঙ্ক্ষারই প্রতিফলন ঘটাইবে”। সাধারণ অধিবেশনে তিনি বিশ্বের সর্বত্র শান্তি প্রতিষ্ঠায় বাংলাদেশের অব্যাহত সমর্থনের বিষয়ে দৃঢ় অঙ্গীকার ব্যক্ত করেন। তখন থেকেই বাংলাদেশ বিশ্বের শান্তিপ্রিয় ও বন্ধুপ্রতীম সকল রাষ্ট্রের সঙ্গে সুসম্পর্ক বজায় রেখে চলছে এবং বিশ্বশান্তি প্রতিষ্ঠায় জাতিসংঘের অধীনে পরিচালিত সকল শান্তিরক্ষা কার্যক্রমে সক্রিয়ভাবে অংশগ্রহণ করে আসছে। বিশ্ব শান্তি ও মানবাধিকার প্রতিষ্ঠার লক্ষ্যে কাজের অবদানের স্বীকৃতিস্বরূপ বঙ্গবন্ধু শেখ মুজিবকে ১৯৭৩ সালের ২৩ মে 'জুলিও-কুরি শান্তি পদক'-এ ভূষিত করা হয় ৷ 

জাতির পিতার দর্শন অনুসরণ করে বাংলাদেশ বিশ্ব শান্তির একনিষ্ঠ প্রবক্তা হিসেবে নিজেকে প্রতিষ্ঠিত করেছে। আমরা ১৯৯৭ সালে জাতিসংঘে ‘Culture of Peace (শান্তির সংস্কৃতি)’ সংক্রান্ত ঘোষণা এবং কর্মসূচি রেজ্যুলেশন আকারে উত্থাপণ করি যা সর্বসম্মতিক্রমে গৃহীত হয়। পরবর্তীতে, জাতিসংঘ ২০০০ সালকে ‘International Year of Culture of Peace’ হিসেবে ঘোষণা করে এবং ২০০১- ২০১০ সালকে ‘Culture of Peace and the Decade of Non-violence’ হিসেবে ঘোষণা করে। শান্তির বার্তাকে সর্বাত্মকভাবে সুসংহত করতে এবং এজেন্ডা ২০৩০ বাস্তবায়নে ‘Culture of Peace’ প্রতিষ্ঠা অপরিহার্য বলে বাংলাদেশ মনে করে । 

বিশ্বব্যাপী শান্তিরক্ষা ও শান্তি-বিনির্মাণ প্রচেষ্টায় বাংলাদেশ প্রতিশ্রুতিবদ্ধ। আমরা জাতিসংঘে সর্বোচ্চ শান্তিরক্ষী প্রেরণকারী দেশ। নারীর অধিকার এবং জেন্ডার সমতা নিশ্চিতকরণে আমাদের প্রচেষ্টা "Women, Peace and Security agenda” বাস্তবায়নের ভূমিকা রাখছে। শান্তিরক্ষা কার্যক্রমে নারীদের অংশগ্রহণ ও সুরক্ষা নিশ্চিতকরণে বাংলাদেশ গুরুত্বপূর্ণ ভূমিকা পালন করে আসছে। 

জাতিসংঘ শান্তিরক্ষা কার্যক্রমে আজ সর্বাধিক শান্তিরক্ষী প্রেরণকারী দেশসমূহের অন্যতম বাংলাদেশ। জাতিসংঘ মিশন এবং বহুজাতিক বাহিনীতে আমাদের শান্তিরক্ষীদের অনন্য অবদান বিশ্বের দরবারে বাংলাদেশের ভাবমূর্তিকে উজ্জ্বল করেছে এবং এদেশকে বিশ্বের বুকে একটি মর্যাদাসম্পন্ন রাষ্ট্রে পরিণত করেছে। একইসঙ্গে বিশ্বের অর্থনৈতিক ও সামরিকভাবে শক্তিশালী দেশসমূহের সঙ্গে আমাদের পারস্পরিক কূটনৈতিক সম্পর্ক উন্নয়নে গুরুত্বপূর্ণ ভূমিকা রাখছে। 

করোনা মহামারির মধ্যেও বিশ্বের বিভিন্ন প্রান্তে শান্তি স্থাপনে বাংলাদেশি শান্তিরক্ষীগণ পেশাদারিত্ব, দক্ষতা ও নিষ্ঠার সঙ্গে কাজ করে যাচ্ছেন এবং যুদ্ধবিধ্বস্ত দেশে শান্তি ফিরিয়ে আনার মাধ্যমে ঐ সকল দেশের জনগণের আস্থা অর্জন করেছেন। বাংলাদেশ আজ সারা বিশ্বে শান্তিরক্ষায় সক্রিয় অংশগ্রহণকারী দেশ হিসেবে যে গৌরব ও মর্যাদা লাভ করেছে, তা আমাদের শান্তিরক্ষীদের অসামান্য পেশাদারিত্ব, সাহস, বীরত্ব ও দক্ষতারই অর্জিত ফসল । 

বিশ্বশান্তি প্রতিষ্ঠায় বাংলাদেশ সরকার ও জনগণের পক্ষ থেকে জাতিসংঘ শান্তিরক্ষা কার্যক্রমের প্রতি আমি আমার সমর্থন পুনর্ব্যক্ত করছি। বাংলাদেশের শান্তিরক্ষীগণ যাতে আরো আত্মবিশ্বাসের সঙ্গে জাতিসংঘের আহ্বানে সাড়া দিতে পারেন, সে জন্য আওয়ামী লীগ সরকারের সকল প্রয়াস অব্যাহত থাকবে। আমি আশা করি, শান্তিরক্ষী সদস্যগণ শান্তিরক্ষা কার্যক্রমে তাদের দক্ষতা, পেশাদারিত্ব, সাহস ও নিষ্ঠা দ্বারা বাংলাদেশকে বিশ্বে একটি শক্তিশালী শান্তি প্রতিষ্ঠাকারী দেশ হিসেবে প্রতিষ্ঠা করবেন এবং দেশের ভাবমূর্তিকে উজ্জ্বল থেকে উজ্জ্বলতর করবেন।

আমি ‘আন্তর্জাতিক জাতিসংঘ শান্তিরক্ষী দিবস-২০২৩' উপলক্ষ্যে গৃহীত সকল কর্মসূচির সার্বিক সাফল্য কামনা করছি এবং সকল শান্তিরক্ষীর সাফল্য ও মঙ্গল কামনা করছি।

রাষ্ট্রপতি মোঃ সাহাবুদ্দিন আগামীকাল ‘আন্তর্জাতিক জাতিসংঘ শান্তিরক্ষী দিবস’ উপলক্ষ্যে নিম্নোক্ত বাণী প্রদান করেছেন :
